No. This is a Limited Departmental Competitive Examination (LDCE) open only to serving permanent or regularly appointed temporary Group 'C' central government employees with Grade Pay of Rs. 1800 who have completed at least 3 years of regular service as on 1 August 2025. General public candidates cannot apply.

The post carries Pay Level-2 of the 7th CPC Pay Matrix, with a pay range of Rs. 19,900 to Rs. 63,200. It is a Group 'C' Non-Gazetted post. In addition to basic pay, allowances (DA, HRA, TA, etc.) are admissible as per Central Government rules.

The crucial date for counting approved service is 1 August 2025. All eligibility conditions — including the 3-year length of service requirement and other conditions — are assessed with reference to this date.

The examination is a Computer Based Examination (CBE) of 180 marks and 3 hours duration, with 60 questions each in Comprehension/General English, General Knowledge, and CSMOP (Chapters 5, 6 & 10 on Dak Receipts, File Management, and Records Management). There is a negative marking of 0.25 marks for each wrong answer. The exam is conducted in Delhi-NCR only.

The Computer Based Examination is held in Delhi-NCR only. Candidates serving at Indian missions abroad must appear in India at their own expense; there is no exam centre at any Indian mission abroad.

The typewriting test is not part of the selection process per se, but it is a post-appointment condition. Candidates who have not already passed the periodical typewriting test (30 wpm English / 25 wpm Hindi on manual typewriter, or 35 wpm / 30 wpm on computer) must pass it within the probation period. Failure to pass results in no annual increments and potential reversion to substantive post.

A candidate who resigns, quits service, or whose services are terminated after applying (or even after appearing in the exam) will not be eligible for appointment on the basis of the result of this examination. This rule does not apply to candidates on approved deputation to an ex-cadre post.
