Yes, if you also have 15 years of experience. With a Master's degree in engineering you need 10 years, and with a Ph.D. you need 3 years.

Is cleanroom experience compulsory?

No. 3–5 years of relevant and exclusive experience in a semiconductor nanofabrication cleanroom facility is preferred and counts as an added advantage. Hands-on familiarity with processes such as lithography, deposition, etching, thermal processing or metrology is listed under the post's experience requirements.
