What is a Passport Seva?

Indian Government has been taking number of initiatives so that public services would reach its citizens with much ease. In order to improve the digitalisation base of India, number of high end e-Governance projects has been launched and one such project is for one of the major public service of India i.e. Passport Service, as the growing economy has led to increased demand of passports in India. To meet the increased demands and services in the passport service sector, number of Passport Seva across the nation has been opened to support the services of the Passport Office. With the existing 37 Regional Passport offices, 93 Passport Seva Kendra has been made functional to support the services of Passport Offices. Even before an applicant pitches in for services at Passport Seva Kendra, applicants can submit online application, make payment of fees in online and check for appointments through Passport Seva Online. State Police Department and Indian Postal Service act as supporting functionalities to deliver services associated with issuing of passports.

What are the Types of Passport issued in India?


Every country issues passports to its citizens who request one and the passport issued are basically of three types based on the usage. There are number of reasons a citizen makes an international visit i.e. on normal travel, for studies, as tourists, business meets, official trips, government related official trips and business meets, etc. Thus. from a normal citizen to a high ranked official of India is entitled to make International visits for various purposes. In addition of serving as identification document, any International trip made is recorded with purpose. In order to differentiate between normal travel and government-related travels, different types of the passport are issued. Each type of passport is denoted by specific letter and let’s check the type of passports issued by Indian government.
  • Regular Passport or Tourist Passport: It is denoted as “Type P” passport where “P” stands for Personal and has a dark blue cover with a Indian emblem emblazoned in golden color in the center of the front cover. This type of passport is issued for ordinary citizens of India for the purpose of international travel for studies, vacation or any business trips.
  • Official Passport: This type of passport is issued for government officials who are representing India on official business. The cover of the passport is white color and is denoted as “Type S” where “S” stands for Service.
  • Diplomatic Passport: Passport issued to the Indian diplomats and top ranking government officials who are making International visits to represent India. Diplomatic passports have maroon cover and denoted as “Type D” where “D” stands for Diplomatic.
Apart from the above mentioned type of passports, two special types of passport are authorised to be issued by selected passport offices in India and Overseas. The two type of passports are
  • Indo-Bangladesh passports: Issued to Indian national resident in West Bengal and North-Eastern States and is valid only for travel to Bangladesh and not to any other foreign countries.
  • Indo-Sri Lankan passports: Issued to Indian national residents in Tamil Nadu and Pondicherry and is valid for travel only to Sri Lanka and not to any other foreign countries.

What are the Documents required along with Passport Application?


A passport is considered to be a very sensitive document and the process of issuing a passport should be secure enough and verified well before any passport is issued as fake documents are a serious threat for the country’s security. Passport itself as an identity of nationality in turn needs proper set of identity proofs to be issued. The documents required for the issuing of passport is listed below.
  • Proof of Present Address
  • Proof of Date of Birth
  • Documentary proof for any one of the Non-ECR (previously ECNR) categories
  • Birth Registration Certificate issued by Embassy/ High Commission/ Consulate of India
  • Old Passport (if in case of renewal) in original with self-attested photocopy of its first two and last two pages
  • Passport of parents (in case of minors i.e. age below 18) in original with self-attested photocopy of its first two and last two pages
  • An attested copy of marriage certificate issued by Registrar of Marriage (for married)
  • Pension Payment Order (for pensioners)
  • Electors Photo Identity Card (EPIC) or Voters ID
  • Permanent Account Number (PAN Card)
  • Bank/ Kisan/ Post Office Passbooks
  • Student Photo identity Card issued by an Educational institution
  • Driving License (valid and within the jurisdiction of State of submission of applicant)

What is the Online Passport Application Fees for Applying a Passport?


The issuance of passport is one of the public service provided by Indian Government and the process associated with it involves number of supporting departments as it stands as a national identity for those making International travel. Fees collected various based on the type of passport applied. Based on the number of booklets, the passport issued is of two type i.e. 36 pages and 60 pages. What are the Different Ways to Check Passport Status? 


A passport application given by an applicant requesting for a passport undergoes different stages before a new passport is being printed and handed over to the applicant. A normal application to be processed and to get the passport it takes approximately 24 days and in case of Tatkaal it takes 3 working days to issue the passport. The only mode a person receives the passport in by Registered post. One can track the status of their passport application via three modes - (i) Through Online; (ii) Through SMS and (iii) mPassport Seva App. Check the stepwise procedure for Passport Tracking given below.

Steps to Check the Status in Online Mode:

  • Click the given link Passport Seva Online
  • In the page displayed click “Track Application Status”
  • Track Application Status will require three inputs from your side to check the status of your application.
    • Select the type of Application
    • Passport/PCC/IC/GEP
    • RTI
    • Diplomatic/Official Application
    • Surrender Certificate
  • Then enter the “File Number.” File Number is given at the time of registration in your acknowledgment slip and is a 15-digit alphanumeric series. File Number is mandatory check the status.
  • Then enter “Date of Birth” and click “Track Status”
  • The Status Tracker will give the processing stage/status of your passport application. The information given the resulting application tracker page are

The Status of the Application have comments on at which processing stage your passport application is in. Based on status, few basic comments displayed are given for your reference in the content below.
  • The first stage of your application is the submission of your application along with your document proofs and application fee and when your application is submitted the status will be - “Application is submitted”
  • “Application under Review” status means your application is under process or reviewed and in cases where certain resubmission to be made will be displayed when your application is in review stage.
  • Once your application is reviewed, it is forwarded to Police verification. If the police verification is pending or in process status will be “Police Verification initiated,” “Police Verification Completed,” “Police Report is Submitted for Review,” etc. In case police verification is not cleared, applicants has to visit the respective Passport Seva Kendra.
  • Passport printed status means your passport is approved and will be dispatched very soon
  • Passport Dispatched status means your passport is dispatched by speed post and along with status the tracking ID of the speed post will also be given.
  • Passport Not Delivered means your passport couldn’t be displayed at the given address and you will have to check with the Regional Passport Office for further queries.

Steps to Track the Passport Application Status via SMS

The passport applicants has been given another option to check the Passport Application Status i.e. via SMS from your mobile and you would need File Number to check the Status through SMS as File Number is mandatory for all cases of checking the status. Check the steps given below to check status by SMS.
  • Type STATUS
  • Send the SMS to 9704100100
  • A response message with the current status of your passport will be sent to your mobile number.

Steps to Track Passport Application Status via mPassport Seva

Apart from Online and SMS, applicants can check their Passport Application status at any time and all you need will be your File Number given at the time of registration. mPassport Seva app is exclusively for rendering passport services to citizens across the nation and one of the services associated with mPassport Seva app is the Track Application Status. Applicants can enter the “File Number” and “Date of Birth” and check in real time the status of their passport application. One can also keep a constant track of the various stages of their Application form.
Apart from the above mentioned ways of checking a Passport Application Status, the applicants can also pinch in to the respective Passport Seva Kendra to enquire about the status but this process sometimes is much time consuming, so one can opt for other options comfortable for them as they don’t affect the other works and are much time saving.

Types of Passport Application in Online and Offline


Once a citizen wants to apply for a new passport or want to do a renewal of their passport or request for reissue of passport or any specific passport related procedures, an application with relevant details are to be submitted. In earlier days, most of the process where in Offline mode but with improving technology most of the process has been made Online. One can apply for Passport either in Offline or in Online, but in recent days Online mode is preferred and suggested by the Government.

Apart from Online Application Form, e-Form is also made available at Passport Seva. The application forms available are for

Most of the process associated with Application of Passport has become Online and there are two different of Online process by which an applicant can apply for new/re-issue of passport i.e. Online Form Submission and e-Form Submission. Offline mode requires the applicant to visit the Passport Seva Kendra and apply. Steps to apply via three modes of application are given in content below.

Steps to Apply via Online Form Submission

  • Before you could start with the Online Application process, One has to Register through Passport Seva Online Portal. Click “Register Now” link at the Home Page of Passport Seva Portal Online.
  • With the given registered Login ID, log in to the Portal.
  • Once you login, Click on “Apply for Fresh Passport/Re-issue Passport” 
  • Fill in the required details and before you submit check if all the details provided are correct.
  • Once you are done with the check, you have to schedule an appointment. Click on “Pay and Schedule Appointment” at “View Saved/Submitted Applications.” Only when you make the the Payment, appointment can be made at Passport Seva Kendra (PSK) or Regional Passport Offices (RPO).
  • Online Payment can be done in any three of the modes given below
    • Credit/Debit Card (MasterCard and Visa)
    • Internet Banking (SBI and Other Banks)
    • SBI Bank Challan
  • On successful completion of payment, Application Receipt will be generated which has the Application Reference Number (ARN)/Appointment Number. Click “Print Application Receipt” for your future use and reference.
  • Visit the Passport Seva Kendra or Regional Passport Office where your appointment is scheduled. You have to carry your original documents for verification along with the Application Receipt. Instead of a printout on “Application Receipt” you can also show the SMS sent to you that has the appointment details as a proof of appointment.
  • Upon verification and other process done at PSK or RPO, your application will be processed and the processing stages/status of your passport application can be checked Online.

Steps to Apply via eForm Submission

  • eForm Submission for applying for the passport is more or less same as Online Form Submission with just few changes.
  • The first step is download eForm based on the service you need from the link given - eForm Download.
  • Once you fill in the details in the eForm, click on Validate and Save button in the form which will generate an XML file which will needed for future use.
  • Then, Register through Passport Seva Online Portal. Click “Register Now” link at the Home Page of Passport Seva Portal Online.
  • With the given registered Login ID, log in to the Portal.
  • The next step once you login is, upload the XML file generated. Only XML file will be accepted at this stage so be careful not upload the pdf file.
  • Click on “Pay and Schedule Appointment” at “View Saved/Submitted Applications.” Only when you make the the Payment, appointment can be made at Passport Seva Kendra (PSK) or Regional Passport Offices (RPO).
  • Online Payment can be done in any three of the modes given below
    • Credit/Debit Card (MasterCard and Visa)
    • Internet Banking (SBI and Other Banks)
    • SBI Bank Challan
  • On successful completion of payment, Application Receipt will be generated which has the Application Reference Number (ARN)/Appointment Number. Click “Print Application Receipt” for your future use and reference.

Steps to Apply in Offline Mode

The process of applying for passport in Offline mode is completely manual process and the passport application can be submitted by the applicant at either Passport Seva Kendra or Passport Office, but recent days Passport Seva Kendra has took up the service of receiving the applications and all frontend process. Check the steps below to apply for Passport in Offline mode.
  • Applicants can apply either download the application form from Passport Seva Portal or get the application at the PSK or RPO.
  • Fill in the required details and submit the form with photograph attached. Also, submit the relevant supporting documents.
  • Passport fees should be paid as DD (Demand Draft). DD should be in favor of “PAO-MEA” payable at concerned Passport Office.
  • The date for verification of original documents are fixed where the applicant has to provide the relevant documents for verification.
  • Upon verification, acknowledgment letter with the File Number will be given to the applicant and your application is forwarded to be reviewed and further verification of details furnished.
  • Once the verification process is clear and the records are clear, your application is approved and passport will be printed and dispatched.
  • For processing and receiving a normal passport it takes around 24 days and for tatkaal passport it take 3 working days.
In certain cases, issue of passport is held by the Passport Office due to discrepancies in the information provide or at any stage of verification when data given is not matching. In such cases, applicants has to visit the respective PSK or RPO where they have applied for the passport and clarify the passport officer by providing the necessary proof. 

What is a Tatkaal Passport and How to Apply?


Tatkaal scheme of applying passports is an option given by Ministry of External Affairs for those who are in urgent need of passport but the final decision of if an individual can be issued passport through Tatkaal scheme lies upon the passport office. The processing of the application, application fees, verification process, etc is different for Tatkaal scheme when compared to normal mode of passport application. Tatkaal schemes main purpose is for the quick issue of passport provided the document submission and other records are clear. There two cases upon which dispatch of the passport is decided after the status is updates as “Granted”
  • Case 1: Police verification required - Within one day of submission of application
  • Case 2: Police verification on post issuance of passport - within three days of submission of application
Only if provided documentation and verification are clear, the applicant can get the passport as on Tatkaal basis. Though the applicant may process the application under Tatkaal, only if provided conditions are satisfactory the applicant will be able to get the passport in a quicker turnaround time. Tatkaal application is not applicable for certain categories which are listed below:
  • Applicants for New/Fresh passport:
    • Citizen of India by Descent (Born to Indian parent(s) outside India)
    • Citizen of India by Registration/ Naturalization (Granted citizenship by MHA)
    • Applicants repatriated from abroad at Government cost
    • Applicants deported to India/ Emergency Certificate cases
    • Major change in name 
    • Nagaland Residents
    • Jammu and Kashmir Residents
    • Children adopted by Indian parents
    • Children adopted by foreign parents
    • Parents are divorced
    • Parents are separated but not divorced
    • Single parent of the child born out of wedlock
    • Minors with single parent (One parent deceased)
    • Minors from Nagaland (below 18 years) 
  • Applicants for Re-issue/Renewal of passport:
    • Renewal of Short Validity Passport (SVP)
    • Lost/ Damaged beyond recognition/ Stolen Passport
    • Major change in name (cases different from minor change case)
    • Change in Sex
    • Change of Appearance
    • Change/ Correction of DoB
    • Change/ Correction of place of birth
    • Change in Signature
    • Change of Father/ Mother name

  • Visit Passport Seva Online portal, if you are a Registered user then “Login” with the credentials and if you are New user the click “Register Now”
  • Upon Registration, login credentials will be provided to you. You can login now and Click on “Apply for Fresh Passport/Re-issue Passport”
  • For Tatkaal scheme you have to select “Tatkaal” under Type of Application.
  • Then, fill in the required details and before you submit check if all the details provided are correct. Upload the necessary documents at required places in Online that will help you with final application process at passport office.
  • Once you are done with the check, you have to schedule an appointment. Click on “Pay and Schedule Appointment” at “View Saved/Submitted Applications.” Only when you make the Payment, appointment can be made at Passport Seva Kendra (PSK) or Regional Passport Offices (RPO).
  • Payment can be done in any three of the modes given: Credit/Debit Card (MasterCard and Visa), Internet Banking (SBI and Other Banks), and SBI Bank Challan.
  • On successful completion of payment, option for scheduling the appointment will be given. Choose the convenient PSK or RPO, date and time for appointment.
  • You should carry the original documents, photocopies of the proofs, along with the appointment slip on the appointment date for the verification. Once the verification is clear, “granted” status will be given for issuing passports.

Tatkaal Appointment Quota

When you are booking the appointment for tatkaal appointment, it can be done under two quotas i.e. “Normal” and “Tatkaal.” Applying for Tatkaal quota under Tatkaal process speeds up the process. But then with lots of tatkaal applications the tatkaal appointment is given on first-cum basis and applicants who did not make an earlier tatkaal appointment can make a normal appointment with the charges being the same for both tatkaal and normal appointment. Tatkaal processing of passports is a separate chain ensures faster processing, faster printing of passports and quicker dispatch time.

Passport Renewal


Passport being a document for national identity, when issued is given with a particular time period and basically the validity is for 10 years and for minors the validity is five years or attaining the age of 18 years whichever is earlier. Upon the validity expiration, a passport holder can apply for renewal of passports. The application form for renewal of passport is same as applying for new passport and renewal can be done either in Online mode or in Offline mode. Renewal and reissue are different, where reissue is done under the following conditions.
  • Passport being lost
  • Passport being stolen
  • Change in personal details like name, address, marital status, etc
  • Exhaustion of pages in current passport
  • Passport being damaged
Reissue of passport can also be done via Tatkaal in case of emergencies provided the documents provide and the process is smooth without any discrepancies. In case a passport is damaged beyond recognition, requesting for reissue under tatkaal is not possible. When reissuing for any particular reason the documents proofs provided should be match the changes requested by the applicant. The application fees for reissue and renewal of passport is given in the table under heading “Online Passport Application Fees.” 

Steps for Renewal/Reissue of Passport:

The steps to apply for renewal or reissue of passport is more or less same as the fresh application but one has to select re-issue option and provide the necessary documents for which the reissue is requested.
  • Visit Passport Seva Online portal, if you are a Registered user then “Login” with the credentials and if you are New user the click “Register Now”
  • Upon Registration, login credentials will be provided to you. You can login now and Click on “Apply for Fresh Passport/Re-issue Passport”
  • Then Select the Type of Application i.e. “Tatkaal” or “Normal” from the dropdown.
  • Then, fill in the required details and before you submit check if all the details provided are correct. Upload the necessary documents at required places in Online that will help you with final application process at passport office.
  • Once you are done with the check, you have to schedule an appointment. Click on “Pay and Schedule Appointment” at “View Saved/Submitted Applications.” Only when you make the Payment, appointment can be made at Passport Seva Kendra (PSK) or Regional Passport Offices (RPO).
  • Payment can be done in any three of the modes given: Credit/Debit Card (MasterCard and Visa), Internet Banking (SBI and Other Banks), and SBI Bank Challan.
  • On successful completion of payment, option for scheduling the appointment will be given. Choose the convenient PSK or RPO, date and time for appointment.

Documents to be carried for Verification on Passport Renewal/Reissue

In case your passport is about to expire or expired, then all you need is the self-attested photocopy of the first page and the last page of your old passport and documents for current address proof.
In case there is a change in address anyone of the documents listed below pertaining to the new address can be given as proof.
  • Water Bill 
  • Telephone (landline or postpaid mobile bill)
  • Electricity Bill
  • Income Tax Assessment Order
  • Election Commission Photo ID card
  • Gas Connection Bill
  • Aadhaar Letter/Card
In case of change in name, addition of spouse name or change in spouse name, then the following documents should be given as proof
  • If it is the addition of spouse name, original and the photocopy of your marriage certificate is required.
  • It there is change in name, Clippings of two local newspapers or the Gazette notification of the concerned State Government, as the case may be and At least two public/school documents issued in the desired/ applied changed name to ascertain that the applicant has actually changed his name.
  • You should also have the Old passport in original and the self-attested photocopy of the first page and the last page of the old passport.
