  • Highlights of Ministers of Justice Summit of SCO

    The 17th Meeting of Ministers of Justice of the Shanghai Cooperation Organisation (SCO) Member States was hosted by Shri Ravi Shankar Prasad, Minister of Law & Justice, Communication and Electronics & Information Technology.

    Highlights:
    ♦ During the meeting, Minister highlighted the initiatives taken by the Indian Government under the leadership of Honourable Prime Minister Narendra Modi, for providing affordable and easy access to justice for all.
    ♦ Pro Bono Legal Services is launched, and this helps to provide free legal aid to marginalised sections of the society.
    ♦ Tele-Law services initiated in 2017, so far 3.44 Lakh free legal consultations have been given to poor people through video conferencing. 
    ♦ E-Courts projects with Video-Conferencing facility and rolling out of Virtual Courts, as part of Government’s successful transformative change. During COVID19, pandemic over 25 Lakh hearing through video conference have taken place at various courts of India, out of which 9,000 virtual hearings have taken place at the Supreme Court (SC) alone.
    ♦ Minister urged the SCO Member States to promote an exchange of ideas, best practices and experiences in identified areas through the platform.
    ♦ The SCO Member States, discussed the importance of promoting alternative dispute resolution mechanism.

    Key features of the joint statement:
    ♦ To strengthen the work on the implementation of the Agreement on Cooperation between the Ministries of Justice of the SCO Member States.
    ♦ To continue the work on the implementation of the Action Plans of the working groups of experts on forensic activities and legal services for 2018-2020, as well as to develop Action Plans for 2021-2023.
    ♦ Consider organising exchange programs for representatives of the ministries (law and justice of the SCO member-states) to study the best practices in alternative dispute resolution.
    ♦ To continue discussing the parties' positions on the issues of mutual legal assistance and development of legal services in accordance with national legislation.
    ♦ Actively develop cooperation with the ministries of justice of the SCO observer and dialogue partner states.
    ♦ Continue efforts to develop an online platform for the exchange of legal information, taking into account national laws.

    The BepiColombo SpaceCraft has crossed the Venus in its journey towards Mercury.

    Highlights:
    ♦ BepiColombo is a joint mission of the Japan Aerospace Exploration Agency (JAXA) and the European Space Agency (ESA) to the smallest planet Mercury.
    ♦ The mission comprises two satellites launched together: the Mercury Planetary Orbiter (MPO) and  MercuryMagnetospheric Orbiter, MMO(MIO)
    ♦ This mission will perform a comprehensive study of Mercury, including characterisation of its magnetic field, magnetosphere, and both interior and surface structure. 
    ♦ The Spacecraft was launched on an Ariane 5 rocket on 20 October 2018 and it will arrival  Mercury in December 2025.
    ♦ The Spacecraft is one of the European Space Agency's Horizon 2000+ programmes.
    ♦ This is the last mission of the programme to be launched.

    ♦ WHO has published a global tuberculosis (TB) report every year from 1997.
    ♦ The report published by WHO provides a comprehensive and up-to-date assessment of the TB epidemic, progress in prevention, diagnosis & treatment of the disease at the regional level and country level and global level.
    ♦ This is done in the context of global strategies and targets endorsed by WHO's the Member States, broader development goals set by the United Nations & targets set in the political declaration at the 2018 United Nation high-level meeting on Tuberculosis.
    ♦ The 2020 edition of the report was published on 14 October 2020.
    ♦ The data in this report are updated every year.

  • India ranks 94 out of 107 nations on the Global Hunger Index 2020

    India took place 94th place among 107 nations in the Global Hunger Index 2020 and is in the 'serious' hunger category with experts blaming low implementation processes, lack of effective monitoring, siloed approach in tackling malnutrition and poor performance by large states behind the low ranking.

    Highlights:
    ♦ In 2019, India's rank was 102 out of 117 countries.
    ♦ The neighbouring countries, Bangladesh ranked 75th, Myanmar ranked 78th and Pakistan ranked 88th is in the 'serious' hunger category.
    ♦ Nepal took 73rd and Sri Lanka in 64th position are in 'moderate' hunger category.
    ♦ 17 nations, including China, Belarus, Turkey, Cuba, Ukraine,  and Kuwait, shared the top rank with GHI scores. 
    ♦ According to the report, 14% of India's population is undernourished.
    ♦ The country recorded a 37.4% stunting rate among children under five and a wasting rate of 17.3 %. The under-five mortality rate is at 3.7 %.
    ♦ The large states like Uttar Pradesh, Bihar and Madhya Pradesh need to be improved because the national average is affected a lot by these states.
    ♦  GHI score is calculated on four indicators
                 1. Undernourishment; 
                 2. Child Wasting=children under the age of five who have low weight for their height reflecting acute undernutrition; 
                 3. Child Stunting = children under the age of five those have low height for their age reflecting chronic undernutrition.
                 4. child mortality = mortality rate of children under the age of five.

    ♦ The second day of Mission Shakti, is to interact with women village pradhans, BDC members, corporators, heads of urban local bodies, self-help groups and women teachers, through virtual mo
    ♦ The helpline numbers such as 1090, 181, 1076 and 112 should be publicised.
    ♦ The pradhan of Ratsar Kala Garhwar village in Ballia, said that there should be a facility of speaking Bhojpuri and Bundelkhand dialects on helpline numbers such as 1090, 112, 181.

  • PFC and JKPCL signs agreement for Liquidity Infusion for Jammu and Kashmir UT

    Government-owned Power Finance Corporation Ltd (PFC), India's leading NBFC, has sanctioned Rs.2790 crore to Jammu Kashmir Power Corporation ltd (JKPCL) for clearing its outstanding dues.

    Highlights:

    ♦ PFC and JKPCL signed and exchanged an agreement for Liquidity Infusion Scheme under "Aatmanirbhar Bharat Abhiyaan" for the Jammu and Kashmir Union Territory. 

    ♦ The money sanctioned under the scheme will be used to clear the outstanding dues of CPSU, GENCOs & TRANSCOs, IPPs and RE Generators on March 31 2020.

    ♦ The exchange agreement was signed in the presence of Shri RohitKansal, Principal Secretary, PDDalong with senior officers from JKPDD, KPDCL, JPDCL, PFC & REC.

    ♦ In May, the Government announced an Rs.90,000 crore liquidity infusion for discoms under which these utilities would get loans at economical rates from PFC and REC. 

    ♦ This scheme was an initiative of the Government to help gencos to remain afloat. Later, the liquidity infusion package was increased to Rs.1.2 lakh crore.

    ♦ During the hackathon, participants will receive mentorship and advice from technical experts from NIC, IEEE and Oracle, as well as senior domain experts from the Ministries of Agriculture, Education and Transport Departments, Government of India.

    ♦ Participants would be given access to the latest tools from Oracle, Oracle Autonomous Database, built-in and easy-to-use cloud security. This technology will help them to develop prototypes that are practical and scalable.

    The Seventh Meeting of Ministers of Justice of the Shanghai Cooperation Organisation (SCO) Shri Ravi Shankar Prasad hosted the Member States, Minister of Law & Justice, Communication and Electronics & Information Technology on October 16, 2020. 

    Highlights:
    ♦ India today hosted the virtual Summit of Ministers of Justice of Shanghai Cooperation Organisation, SCO.

    ♦ The summit highlighted the initiatives taken by the Indian Government for providing affordable and easy access to justice for all and also about Pro Bono Legal Services to provide free legal aid to marginalized sections of the society.

    ♦ During COVID19 pandemic over 25 lakhs hearings have taken place through video conference at various courts of India, out of which nine thousand virtual hearings took place at the Supreme Court alone.

    ♦ As part of activities of Justice Ministers' Forum, the Minister urged the SCO Member States to promote an exchange of ideas, best practices and experiences in identified areas through the platform. He also stressed on widening the spectrum of activities being undertaken in the Forum.

    ♦ The Seventh Session of the Ministers of Justice of the SCO Member States deliberated on areas of cooperation emphasized the high relevance of mutual exchange of legal information.

    ♦ And on counteraction to the spread of the pandemic & acknowledged the need for collaboration in ADR mechanism area, among others.  

    ♦ Joint Statement following the Results of the Seventh Session of the Ministers of Justice of the SCO Member States was also adopted.

    Union Minister, Narendra Singh Tomar, the Food Processing Industries Minister on October 16, 2020, inaugurated the India-International Food &Agri Week virtually. The focus of the Food and Agro Tech will be on the use and benefit of the technology in the field of food and agriculture sector. India - International Food & Agri Week is being organized from 16th to October 22 2020. CII in association with the Ministry of Agriculture & Farmers' Welfare, Ministry of Fisheries & Animal Husbandry and Ministry of Food Processing Industries, Government of India, is organizing its first-ever Virtual CII Agro & Food Tech: India - International Food &Agri on CII HIVE – virtual platform with an intent to create a platform for the benefit of the stakeholders involved in the agriculture & allied sectors. 
     
    Highlights
    ♦ As per Govt. data, Indian food processing sector is 32% of India's food market. 

    ♦ The focus of the Food & Agro Tech will be on the use and benefit of the technology in the field of food and agriculture sector to increase the income of the farmers.

    ♦ The focus of this sector is in the line of the goal set by Prime Minister Narendra Modi to double the payment of the farmers by 2022.

    ♦ Proper marketing and the latest technology can lead to more significant development of the agriculture sector. 

    ♦ The GDP growth rate in Agriculture is 3.4%, and this sector has contributed hugely to India's economic growth even during Covid times. 

    ♦ MoFPI has started an awareness campaign named 'Anna Devo Bhava'to mark this occasion.

    ♦ Under AatmaNirbhar Bharat Abhiyan, MoFPI has started PMFME (PM Formalisation of Micro food Enterprises) scheme with an outlay of Rs 20,000 crores. This scheme will support 2 lakh micro food processing units with credit-linked subsidy and would focus on supporting the SHGs, FPOs and cottage industry.

    ♦ The 14th edition of the Agro and Food Tech is an appropriate platform to showcase the products, services and technology available in the agriculture and related sectors. 

    PM Kisan Sampada Scheme:       
    MoFPI started PM KisanSampada Scheme (PMKSY) for modern infrastructure with efficient supply chain management from farm gate to retail outlets. MFP scheme is an essential element of PMKSY whose objective is to link agricultural production to the market by bringing together the farmers, processors and retailers. As of now, 37 MFPs have been approved out of which 20 have begun operations. Ministry has expanded the Operation greens scheme from TOP to TOTAL. 
    Under this scheme, Ministry will provide 50% subsidy for transportation of eligible crops from surplus production cluster to consumption centre for six months and Hiring of appropriate storage facilities for suitable crops (for a maximum period of 3 months)

    ♦ Webinar observed the need to leverage opportunities not only for co-development and co-production but also to meet each other's requirements

    ♦ Various Indian companies such as L&T Defence, Ashok Leyland Limited, Bharat Forge, Zen Technologies, Elcom Innovations, Hindustan Aeronautics Limited, Alpha Design Technologies and Bharat Electronics Limited made company and product presentations on major platforms/equipment like Artillery Systems, Radars, Protected Vehicles, Missiles and Air Defence Equipments, Training Solutions etc. in the webinar. 

    ♦ BEL announced its plans to open a representative office in Kazakhstan.

    ♦ More than 350 participants attended the webinar, and 39 virtual exhibition stalls, which include seven stalls from Kazakh companies, have been set up in the Expo.

  • IIT- Guwahati signed MoU with the C-DAC to establish 650TF supercomputing facility

    Indian Institute of Technology (IIT) Guwahati has signed a Memorandum of Understanding (MoU) with the Centre for Development of Advanced Computing (C-DAC). The aim is to establish Rs. 17 crore worth of 650TF Supercomputing Facility under the National Supercomputing Mission (NSM). The MoU was signed by C-DAC Director General Hemant Darbari and IIT-G Director T G Sitharam during a virtual event in the presence of Union ministers.of State for Education, Communications and Electronics & Information Technology.
     
    Highlights:
    ♦ The MoU has been signed for a period of 5 years.
    ♦ IIT stated that using the Supercomputing facility, the Institute will focus on quantum turbulence, instabilities and turbulence in thermal convection and MHD, supercooled liquid and glasses; reactivity of high-valent metal intermediates; computational study of polymer-composites, membranes, poly electrolytes, granular flows; NLP, clinical text mining, Machine Learning and its application in computational biology, Deep Learning; and Computational Social Systems areas of research
    ♦ The new supercomputer with 650 TFLOPS will be more powerful and a technologically superior facility. It will play an important role in the field of scientific and engineering applications.
    ♦ The Communication Centre and IIT-G’s Computer is already equipped with ‘Param Ishan’, a ‘250 TF’ supercomputer.
    ♦ Under the MoU the institute will organise training courses to popularise the use and applications of supercomputers in the northeastern region.
    ♦ This facility with the new inter-disciplinary master programme on data sciences was jointly initiated by the Departments of Electronics and Electrical Engineering (EEE), Computer Science and Engineering and Mathematics·
    ♦ The supercomputing facility will be a part of the National Supercomputing Mission (NSM).

    A supercomputer has a very high speed in its operation. This computer has higher memory. The computing system can perform assigned tasks including multiple tasks at very high speeds than any other normal personal computer (PC) and in many cases are able to operate at speeds that are millions of times faster than ordinary PCs.

  • USFDA approved first treatment for Ebola

    The Food and Drug Administration (FDA) approved the first drug for the treatment of Ebola on October 14, 2020. The United States approved a lab-made antibody treatment against the Ebola virus developed by the biotech firm Regeneron after it was shown to significantly reduce the mortality rate in a clinical trial.

    Highlights:
    ♦ FDA approved the first drug for the treatment of Ebola.
    ♦ The US regulator approved the drug developed by Regeneron Pharmaceuticals for treating adults and children. It was tested during an outbreak in Congo that killed nearly 2,300 people before it ended in June.
    ♦ The drug, named Inmazeb (IN’-meh-zehb), dramatically increased survival, when compared to three other treatments. The study was ended ahead of schedule last year so patients could get Inmazeb or a second drug that was nearly as effective.
    ♦ It first sought US' approval which is a common strategy for drugmakers to develop treatments for diseases that are mainly found in the tropics and in developing countries.
    ♦ Regeneron will be used during outbreaks in African countries, where the approval process is not straightforward, said Leah Lipsich, who heads Regeneron’s global program for infectious diseases.
    ♦ Earlier, FDA approved its first vaccine for Ebola in last December.

    India has contributed 1 million dollars to the United Nations Relief and Works Agency (UNRWA) for Palestine Refugees in Near East. India has contributed 1 million dollars to UNRWA for Palestine Refugees in the Near East as support of COVID-19 Pandemic.

    Highlights:
    ♦ The contribution was accepted by the UN body is for the Palestinian refugees who have been facing extreme challenges due to the COVID-19 pandemic. This aid will support the Agency's programmes and services, including education, health care, relief and social services.
    ♦ India's support for the Palestinian cause is an integral part of the nation's foreign policy.
    ♦ India has also sent medicines and other supplies to the Palestinian National Authority to help in dealing with the COVID-19 situation. It shall continue supporting the UNRWA’s activities in providing vital services and necessary humanitarian aid to Palestinian refugees

    UNRWA and Objective:
    ♦ TIt is a United Nations (UN) agency which was established by the UN General Assembly in 1949. 
    ♦ The agency is mandated to provide protection and assistance to some 5.6 million Palestine refugees who are registered with UNRWA across its 5 fields of operation.
    ♦ The mission of UNRWA is to help the Palestinian Refugees in Lebanon, Jordan, Syria, West Bank, including Gaza Strip and East Jerusalem.
    ♦ the services of UNRWA encompass health care, education, camp infrastructure, relief and social services, and protection, improvement, and microfinance among the Palestinian refugees.

    India-Palestine Partnership:
    Under this partnership, India has been currently funding 8 ongoing developmental projects that are worth USD 59 million dollars. It includes building an Information Technology Park, 215 Bed Super Specialty Hospital in Bethlehem, Information Technology Park, National Printing Press, Turathi-Women empowerment project, Diplomatic Training Institute and three schools in various governorates in the Palestinian Territories.

  • Russia Approved second COVID-19 Vaccine EpiVacCorona

    Russian President Vladimir Putin announced about the 2nd COVID-19 Vaccine EpiVacCorona. Russian authorities have given regulatory approval to EpiVacCorona, the second coronavirus two-shot vaccine after early-stage trails.

    Highlights:
    ♦ The peptide-based EpiVacCorona, a vaccine was developed by the Vector Institute in Siberia and tested among 100 volunteers in early-stage.
    ♦ The tested volunteers were between 18 and 60 years old.
    ♦ The vaccine produces enough antibodies to protect the person and that the immunity it creates could last for up to six months.
    ♦ Russia's first vaccine was Sputnik V. The vaccine was developed by the Russia-based Gamaleya Institute and approved by the government on 11th August. 
    ♦ The first vaccine was approved after early trials among 76 volunteers were completed.

    India is among seven countries to back a UK-led campaign against end-to-end encryption of messages by social media giants such as Facebook. It has been claimed that this feature hinders the law enforcement against illegal activities by blocking all access to them. Further, the system also prevents law enforcement investigating and prosecuting against online child sexual abuse,and terrorist content.

    ♦ The Five Eyes (FVEY) is an intelligence alliance. 
    ♦ The origin of the FVEY date back to the post–World War II period. 
    ♦ During that time, the FVET developed the ECHELON surveillance system in order to monitor the communications of the former Soviet Union and the Eastern Bloc.
    ♦ Now this system is used to monitor private communications worldwide. 
    ♦ FVEY comprises of Australia, New Zealand, Canada, the United Kingdom and the United States.

    ♦ Dr Kalam was born on October 15, 1931, in Rameshwaram, Tamil Nadu, and studied physics and aerospace engineering. 
    ♦ He spent the next four decades as a scientist and science administrator, mainly at the DRDO (Defence Research and Development Organisation) and ISRO (Indian Space Research Organisation). 
    ♦ His favourite job was teaching and that is how he wanted the world to remember him. His death also happened while doing what he loves the most. Dr. Kalam was delivering a lecture to the students of IIM (Indian Institute of Management) Shillong when he fell down the stage suffering a stroke and passed away on July 27, 2015. 
    ♦ Dr. Kalam was the author of three books and recipient of several awards including Padma Bhushan, Padma Vibhushan, Bharat Ratna, Veer Savarkar Award, Ramanujan Award. 
    He was also called 'Missile Man of India' for his work on the development of ballistic missile and launch vehicle technology. Many educational institutes, scientific institutions, and some locations were named after his death.

    Financial Action Task Force (FATF) Asia Pacific group has kept Pakistan in its ‘Enhanced Follow Up’ list. The organisation had downgraded Pakistan status from “regular follow-up”. 

    Highlights
    ♦ The Asia-pacific group of FATF submitted the report called “Follow up report on the mutual evaluation of Pakistan”. 
    ♦ The report states that the progress of Pakistan to combat the Financing of terror system and anti-money laundering made by the FATF has remained the same in 2020 as compared to that of 2019.
    ♦ Enhanced follow up status means the country needs to provide reports on monthly basis compliance to the Financial Action Task Force.
    Mutual Evaluation Report (MER) report also showed the gaps in the process of developing and identifying vulnerabilities, threats and risks.
    ♦ After the publication of a National Risk Assessment (NRA) 2017, on Money Laundering and Terrorism Financing by Pakistan, The MER report came.
    ♦ The MER highlighted that 2017 NRA had not been circulated to private sector stakeholders and they were not yet subjected to the comprehensive Anti-money Laundering and Terrorist Financing measures.

    Background:
    Pakistan has made significant progress to implement the FATF’s plan of action after the publication of the earlier report. Pakistan is unlikely to be placed in the FATF’s blacklist. Pakistan was under the FATF grey list in the year 2019. After that, Pakistan passed three bills to combat the terrorism and money laundering - Anti-terrorism act (Amendment) Bill 2020, Anti-money laundering (Amendment) Bill and Islamabad capital territory Waqf properties Bill, 2020.

  • GoI sets up Panel of Secretaries to streamline telecom spectrum allocation

    The Government of India formed a Panel of Secretaries under cabinet secretary Rajiv Gauba to streamline the spectrum allocation process and examine it.

    Highlights:
    ♦ The Panel has been constituted to streamline the allocation of spectrum. It will analyse the potential of drawing up an annual calendar for the public sale of airwaves that may give telcos a transparent street map of the quantum in addition to the frequency of spectrum on supply for industrial use.
    ♦ Besides cabinet secretary Rajiv Gauba, the Panel also constitutes the secretaries of house, defence, railways, telecom, I&B and division of the house. The first meeting of the newly constituted panel was held on 12 October, 2020.
    ♦ The immediate and initial task for the panel is to resolve a tussle between the telecom department and Department of Space on 5G spectrum in the 26 GHz band. The DoS has chunks of these coveted airwaves but the department is refusing to part with it. The DoT and the telcos are in need of the super-efficient millimetre waves for commercial use, given that the global 5G ecosystem is rapidly developing around this band. If access to these airwaves is denied, 5G network deployment costs would reach high.

    Background:
    The spectrum trade at the moment has a debt of over Rs. 8.55 lakh crore together with these associated to authorities dues on airwave purchases. It has spent an amount of Rs.2.51 lakh crore on shopping for spectrum within the six auctions since 2010. The discussions about this will happen when the federal government plans to carry a 4G airwaves sale early subsequent 12 months. The final sale happened in October 2016.

  • Former India football captain Carlton Chapman passed away

    Former India football captain and midfielder Carlton Chapman passed away on 12 October, 2020. He died due to cardiac arrest. He was 49 years old.

    About Carlton Chapman
    Carlton Chapman formed a deadly trio at the club level with Bhaichung Bhutia and IM Vijayan in the 1990s. Carlton Chapman played for India between the years 1995 and 2001. India won the SAFF Cup in 1977 under the captainship of Chapman. He also had two successful matches with East Bengal and the other one with now-defunct JCT Mills at the club level. In 1993, Chapman joined East Bengal and scored a hat-trick in his team’s 6-2 win against Iraq club Al Zawra the Asian Cup Winners Cup that year. 
    Later after moving to JCT in 1995, Chapman won 14 trophies with the Punjab-based club, which includes the inaugural National Football League in 1996-97.He announced his retirement from his football profession in 2001. Chapman had been a coach for I-League 2nd Division club Tata Football Academy, Royal Wahingdoh FC of Shillong and Sudeva Moonlight FC of Delhi before and finally in 2017, He became the Technical Director of the Kozhikode-based Quartz International Football Academy.

  • Uttarakhand to Start Plantation Drive to Clear Compensatory Afforestation Backlog in Other states

    Uttarakhand Forest Department is to set up a plantation drive in Bundelkhand region of Uttar Pradesh and parts of Rajasthan to clear the backlog for compensatory afforestation over the following two years. The Compensatory afforestation is done against the transfer of forest land for non-forestry purposes.

    Highlights:
    ♦ In compensatory plantation, 1,100 vegetation are planted over an area of one hectare.
    ♦ Compensatory afforestation is done against the transfer of forest land for non-forestry purposes. Non-forestry purposes done in the transfer of forest includes mining, construction of dams etc.,
    ♦ The report of the Uttarakhand Compensatory Afforestation Fund Management and Planning Authority (CAMPA) steering committee made the state government have done afforestation on the 24,908 hectare land as of now.
    ♦ CAMPA has set a target of afforestation on 33,944 hectare.

    Background:
    Uttarakhand is facing a shortage of 5,535 hectares of land for the plantation drive. To overcome the shortage, the CAMPA steering committee came up with a proposal for a plantation drive in other states. However, for implementing the proposal of the department, the Uttarakhand government will require to bring about a report on availability or unavailability of the land within the state. So, The District authorities of Uttarakhand have also been asked to create land banks for compensatory afforestation.

  • E- Sanjeevani Initiative records 5 lakh teleconsultations

    Union Health Ministry’s E- Sanjeevani Initiative recently recorded 5 lakh teleconsultations. The initiative recorded one lakh consultations in just 17 days.

    Highlights:
    ♦ Top 3 states with highest teleconsultations include Tamil Nadu (1,69,977) Uttar Pradesh (1,34,992) and Himachal Pradesh (39,326). 
    ♦ Presently, 26 states are using two versions of eSanjeevani’s telemedicine namely, eSanjeevani OPD (Patient-to-Doctor) and e-Sanjeevani AB-HWC (Doctor-to-Doctor)
    ♦ As per the government report,  20% of the patients have used e-Sanjeevani services for consultation more than once.
    ♦ Currently, eSanjeevani AB-HWC is functional at 4,000 Health and Wellness Centres in our country.

    About e-Sanjeevani:
    e-Sanjeevani OPD was launched on April 13, 2020, and e-Sanjeevani AB-HWC was launched in November 2019. E-Sanjeevani was launched by the Health Ministry in November 2019. It is a national telemedicine service that offers teleconsultations enabling patient to doctor consultations from their home.This e-Sanjeevani platform has launched two types of telemedicine services that is Doctor-to-Doctor and Patient-to-Doctor Tele-consultations. The telemedicine platform is hosting various OPDs, which include Gynaecology, ENT, Ophthalmology, Psychiatry, Dermatology, antiretroviral therapy (ART) for the AIDS/HIV patients, Non-Communicable Disease etc.

  • Exercise Suraksha Kavach, a Joint Anti Terrorist Exercise By Indian Army and Police was held

    Agnibaaz Division (41 Artillery Division) of the Indian Army has organized Exercise Suraksha Kavach, a joint exercise for both Maharashtra Police at Lullanagar Pune and the Indian Army. The exercise was an opportunity for both the Indian Army and Police to cooperate, coordinate, co-opt and streamline their drills and procedures.

    Exercise Suraksha Kavach:
    ♦ Exercise Suraksha Kavach Exercise aims to harmonize the procedures of both the Indian Army and Police to activate anti-terrorist Quick Reaction Teams (QRTs) to counter any terrorist actions in Pune, Maharashtra.  
    ♦ The exercise also involved the participation of Quick Reaction Teams, Dog Squads and Bomb Disposal Teams of Army and Anti-Terrorism Squad (ATS) and Quick Reaction Team of Maharashtra Police. 
    ♦ A simulated scenario was built up, during the exercise, regarding the presence of terrorists in family accommodations at Lullanagar, based on which Quick Reaction Teams of Army initially established the outer cordon. 
    ♦ Traffic control on the nearby roads was jointly carried out by Maharashtra traffic police and Corps of Military Police Army. 
    ♦ Joint action was carried out by the Army’s Counter-Terrorism Task Force (CTTF) and Quick Reaction Team of Maharashtra Police to neutralize terrorists.
    ♦ It involved room intervention drill, the search of the room for any unidentified items/explosives by Dog squads and their neutralization/ diffusion by Bomb Disposal Units.
    ♦ The exercise was carried out taking all safety norms of COVID-19 into consideration and strength of participating troops was scaled down accordingly.

    October is observed as the Breast Cancer Awareness Month every year across the globe. It helps to increase attention and support for the awareness, early detection and treatment and palliative care of this disease. The annual campaign of Breast Cancer Awareness Month aims to increase awareness of the disease. 

    Breast Cancer:
    IARC Globocan, 2008 reports states that there are about 1.38 million new cases and 458 000 deaths from breast cancer each year. Breast cancer is the most common cancer in women. In both the low- and middle-income countries the incidence has been rising steadily in the previous years due to increase in life expectancy, adoption of western lifestyles, and increased urbanization.

    The main cause of breast cancer is unknown. The early detection of breast cancer is the cornerstone of breast cancer control. If breast cancer is detected early, and with adequate diagnosis and treatment there is a good chance that breast cancer can be cured. If breast cancer is detected late, the curative treatment is often no longer an option. The majority of deaths due to breast cancer is due to the late diagnosis of cancer due to lack of awareness on early detection and barriers to health services. 

    As apart of national cancer control plans, the World Health Organization (WHO) promotes comprehensive breast cancer control programmes. WHO recommends early detection strategies for low- and middle-income countries are awareness of early symptoms and signs and screening by clinical breast examination in demonstration areas.  Also, Mammography screening for breast cancer is very costly and feasible only in developed countries and countries with good health infrastructure that can afford a long-term programme.

    International Day for Disaster Risk Reduction was initiated in 1989. The United Nations General Assembly (UNGA) established the observation of the day to promote a global culture of risk-awareness and disaster reduction. The day is observed to celebrate how people and communities around the world are reducing their exposure to disasters. The day aims to increase awareness about the importance of reining in the risks that they face.

    Sendai Seven campaign:
    The United Nations Office launched the Sendai Seven campaign for Disaster Risk Reduction (UNDRR) in 2016. The campaign has seven targets and 38 indicators to measure progress on reducing disaster losses. It aims to promote all the sectors to reduce disaster risk and disaster losses. The Sendai Framework for Disaster Risk Reduction is action-oriented and people-focussed in the approach to disaster risk reduction and applies to the risk of small- and large-scale disasters that are caused by man-made, or natural hazards, and related environmental, technological and biological hazards and risks.

  • Delhi Cabinet approves Tree Transplantation Policy

    The Delhi Cabinet approved the ‘Tree Transplantation Policy’ for the preservation of trees in the Capital. The Cabinet also approved the installation of the second smog tower in the world at Connaught Place within ten months. The project seeks to prevent large-scale felling for development projects.

    Highlights:
    ♦ Under the policy, a minimum of 80% of trees affected by a development or construction project will be transplanted. Over 80% of the transplanted trees must survive after transplantation.
    ♦ Also, 10 saplings will be planted in addition to the whole tree being dug up with the root intact and scientifically transplanted at another location instead of being felled.
    ♦ Delhi state government is to form a panel of agencies for tree transplantation and the government departments concerned will contact these agencies.
    ♦ Under this initiative, various measures including Electric Vehicle (EV), tree transplantation, and preventing stubble burning will be taken. 
    ♦ The main objective of the key components of this campaign was the tree transplantation policy.

    Tribal Cooperative Marketing Development Federation of India Ltd (TRIFED) under Ministry of Tribal Affairs in collaboration with Chhattisgarh MFP Federation and IIT-Kanpur is to launch ‘Tech for Tribals' initiative on 13th October 2020. 

    Tech for Tribals:
    ♦ The initiative aims to provide advance level training to the Vandhan tribal beneficiaries. Earlier, TRIFED has collaborated with MSME through its Entrepreneurship and Skill Development Programme (ESDP) scheme for providing skill upgrading and entrepreneurial capacity building support to the Van Dhan tribal beneficiaries to establish their sustainable enterprise. 
    ♦ Tech for Tribals initiative aims at the holistic development of tribals with a focus on entrepreneurship development, soft skills, IT, and business development through Self Help Groups (SHGs) operating through Van Dhan Kendras (VDVKs).
    ♦ The initiative focuses to bridge the gap between tribal entrepreneurs and urban markets.
    ♦ Under the program, the beneficiaries will undergo a 30 days program over six weeks comprising 120 sessions. The training will be initially held from 12th October - 7th November 2020, in which Vandhan beneficiaries across all districts of Chhattisgarh.
    The beneficiaries will be trained on various facets of micro-enterprise creation, management and functioning. 
    ♦ The training module has been developed by IIT-Kanpur. The module will be disseminated among beneficiaries in a phased manner through various modes such as online lectures and training, online activities and gradually move to face to face interactions in classrooms, practical, onsite visits and exposure visits.

    ♦ Also, the proposed NGTA will automatically fetch all the relevant details of a security and contract from a trading platform.
  • India, ADB Signed USD 300 Million Loan to Develop Secondary Towns in Rajasthan

    The Government of India and the Asian Development Bank (ADB) signed a $300 million loan on 12th October to finance inclusive and sustainable water supply and sanitation infrastructure and services in 14 secondary towns of the state of Rajasthan.

    Highlights:
    ♦ The project will provide sustainable water supply and sanitation (WSS) services in the project towns in Rajasthan. 
    ♦ The aim is to improve quality of life in these towns, including for the poor and vulnerable after signing the loan agreement. 
    ♦ The investments in WSS with 10-year operation and maintenance contracts will ensure improved and sustainable service delivery in line with the state government’s urban sector development plan.
    ♦ The project strengthened the institutional capacity of the local governments and the Rajasthan Urban Drinking Water, Sewerage, and Infrastructure Corporation Limited, which is a corporate entity established with ADB’s technical support. 
    ♦ The main objective of the project is to provide support to women and vulnerable groups by providing paid internships, skills training, and community engagement and awareness activities.
    ♦ ADB has been funded in Rajasthan since 2000 including innovations such as cost-effective systems and the use of smart technologies. 
    ♦ The project aims to empower urban local bodies, and strengthen their institutional capacity; deepen sector reforms, and build resilience of communities to manage health pandemics.
    ♦ Under the project, water supply systems in at least 8 project towns are expected to improve by 2027. This will benefit more than 570,000 people and Citywide sanitation systems will benefit about 720,000 people in at least 14 secondary towns.

    In 1995, the 4th World Conference on Women was held in Beijing, China. The conference was determined to recognize the rights of women and girls as human rights. It adopted the Beijing Declaration and Platform for Action which is the most comprehensive policy agenda for the empowerment of women. 
    On 19 December 2011, the United Nations General Assembly (UNGA) adopted a resolution 66/170 to declare 11 October as the International Day of the Girl Child. The resolution recognized girl's rights and the challenges that girls face around the world. The first International Day of the Girl Child was observed on 11 October 2012 with the theme Ending Child Marriage.

    Defence Research and Development Organisation (DRDO) successfully flight tested the Supersonic Missile Assisted Release of Torpedo (SMART) from Wheeler Island off the coast of Odisha on 5th October 2020. 

    SMART:
    ♦ SMART missile is the assisted release of lightweight Anti-Submarine Torpedo System for anti-submarine warfare (ASW) operations for far beyond torpedo range. 
    ♦ This test demonstration are significant in establishing ASW capabilities.
    ♦ Parameters including missile flight upto the range and altitude, the release of Torpedo, separation of the nose cone, and deployment of Velocity Reduction Mechanism (VRM) were tested successfully.

  • Justice A S Dave passed away on 5 October

    The former judge and Acting Chief Justice of the Gujarat High Court (HC) Justice Anantkumar Surendraray Dave passed away on 5 October 2020. Before his retirement, Justice Anant Dave served as an Acting Chief Justice of the Gujarat HC before the incumbent Chief Justice Vikram Nath.

    Justice A S Dave:
    Justice A S Dave began his career as a lawyer in 1984. He has served as a standing counsel for the Government of India and as an Additional Government Pleader for the State Government. He also served as a Solicitor at the Gujarat HC, as a Legal Advisor for the Consumer Education and Research Centre, GE Board, the Sardar Sarovar Nigam Ltd, Bharat Sanchar Nigam Limited (BSNL), GSIC and the Panel of Gujarat High Court Legal Aid Services.

    In 2004, Justice Dave was appointed as an HC Judge. In 2006, his post was made permanent. During his service, he dealt with the Sabarmati Express/ Godhra train burning case. Also, a Bench headed by Justice Dave commuted the death penalty for 11 of the convicts to a penalty of life imprisonment. In November 2018, Justice Dave was appointed an Acting Chief Justice and he held this office till September 2019.
