Union Government has launched a pilot programme to run two wheelers on Compressed Natural Gas (CNG) in New Delhi to curb air pollution in cities. The project was jointly launched by Union Petroleum and Natural Gas Minister Dharmendra Pradhan and Union Environment Minister Prakash Javadekar at the CGO Complex CNG station.
The first-of-its-kind pilot programme in India to run two-wheelers on CNG has been launched by Indraprastha Gas Limited (IGL). It is being implemented by IGL under its “Hawa Badlo” movement along with GAIL (Gas Authority of India Limited).
Under this project, different models of two-wheelers fitted with the CNG kits have been unveiled to curb rising air pollution in cities. These CNG two-wheelers are substantially economical as compared to similar variant of petrol vehicles. They emit 75% less hydrocarbon and 20% less CO (Carbon monoxide), compared to their petrol variants.
Indraprastha Gas Limited (IGL) : It is a joint venture of GAIL, BPCL and government of Delhi. It is the sole supplier of Compressed Natural Gas (CNG) and Piped Natural Gas (PNG) in the National Capital Territory (NCT) of Delhi, Noida, Greater Noida and Ghaziabad.
Mumbai (82) is India’s most expensive city, followed by New Delhi (130) and Chennai (158), according to the 2016 Cost of Living Survey by Mercer, the New York-based human resource consultancy. Kolkata (194) and Bengaluru (180) are the least expensive Indian cities ranked.
Globally, Hong Kong topped the list of most expensive cities for expatriates, pushing Luanda, Angola, to second position. Zurich and Singapore remained in third and fourth positions, respectively, whereas Tokyo is in fifth, up six places from last year.
New Delhi and Bengaluru have become more expensive, over last year, and their rankings have gone up. The survey said the latter had the highest jump in ranking, on account of a surge in prices, especially on items pertaining to food and personal care. Inflation, among the highest in Indian cities, moved there from 3.27 per cent to 6.08 per cent during this period.
Despite volatile global markets and growing security issues, organisations continue to leverage global expansion strategies to remain competitive and to grow. With a large number of Indian multinational organisations progressively expanding their footprint abroad, 70 per cent of them are expecting expatriate assignments to increase over the next two years to address business needs, as well as build careers and leadership development.
In 85 per cent of companies in India pay a cost of living allowance to their long-term assignees, either as a separately identified allowance or as part of a single expatriate allowance, covering other items in addition to goods and services in the remuneration package.
Across continents, countries with the highest current number of India assignees are America, Britain and the United Arab Emirates (UAE). Across continents, countries with the highest expected increase in the number of Indian international assignees are UAE, Britain and Kenya.
Syrian President Bashar al-Assad was named electricity minister Imad Khamis as the new prime minister of the war-ravaged country on 22 June 2016.
Mr. Assad tasked Mr. Khamis with forming a new government.He is to submit his proposal for new ministerial appointments in the coming days.
The 54-year-old engineer replaces Wael al-Halqi who had held the post since August 2012.
The changes come two months after Mr. Assad's Baath party and its allies won a majority of seats in parliamentary elections dismissed internationally as a sham.
Mr. Khamis had served as Syria's minister of electricity since 2011 and is an electrical engineer by trade.
Since March 2012, he has been sanctioned by the European Union, which accuses him of sharing "responsibility for the regime's violent repression against the civilian population."
Syria's conflict began in 2011 with widespread protests demanding reform but has since escalated into a bloody civil war that has left 280,000 people dead.
According to the government, production of electricity has more than halved since the beginning of the crisis.

Technology services provider Tech Mahindra Ltd (TechM) has acquired UK-based digital transformation firm The BIO Agency Ltd on 22 June 2016.The acquisition was carried out in an all-cash deal for an enterprise value of up to 45 million pounds.
Highlights : The payment of 22 million pounds and the surplus cash of 5 million pounds will be made upfront and the balance will be done away as deferred payments based on company performance.Tech Mahindra will acquire 100 percent of shares of the company.
The closing date of the transaction is expected to take place in the first week of July 2016.The move will help Tech Mahindra to strengthen its digital portfolio in providing better digital strategy, services and customer experience.The acquisition will also help The BIO Agency to make sizable inroads into the telecommunications and enterprise clients of Tech Mahindra.
BIO Agency specialises in digital transformation across sectors such as retail, financial and travel. It offers digital strategy, service design, digital retail, connected products, product innovation and e-commerce solutions.
The European Union has reached agreement to set up a new Border and Coastguard Force to curb the influx of migrants on 22 June 2016.
To tackle the crisis from which the EU is suffering from, the force have the right to intervene in front-line countries like Greece and Italy.
The agreed subject that was endorsed by the negotiators for the 28 EU member states and the European Parliament was a proposal from the European Commission, the bloc's executive. It wanted to set up the force by the summer.
The parliament is expected to vote on the issue in a key committee in fourth week of June 2016.
Making of the force will represent an expansion of the size and tasks of the existing Frontex border agency, based in Warsaw.
In December 2016, EU leaders set a 30 June 2016 as a deadline for agreement on the new force, for tackling the flow of the migrants.
Several countries have reintroduced border controls that were eliminated years ago as part of Schengen as the EU deals with a record flow of more than one million migrants and refugees since the start of 2015.
Under the deal member states would still manage their borders on a daily basis but could call on emergency support from a pool of at least 1500 border guards.
Renowned Qawwal Amjad Sabri, who was known for More Haji Piya, was shot dead by unidentified motorcycle-borne gunmen in Karachi, Pakistan on 22 June 2016.
Sabri, 45, was killed while travelling with an associate in a car in Karachi's Liquatabad area.
Popularly known as Rock Star of Qawwali due to his modern style of rendition, he was one of the best Sufi musicians and qawwals from Pakistan. Sufism is a mystical sect of Islam that is viewed as heretical by hard-line groups such as the Taliban.
He was the son of renowned Qawwal Ghulam Farid Sabri of 'Bhar Do Jholi Meri' fame. The Sabri family is famous in the subcontinent for their contribution to sufi art and mystic poetry.

World’s leading payments platform PayPal has announced the appointment of Anupam Pahuja as the Managing Director (MD) and Country Manager for its India operations on 22 June 2016.
Pahuja will be responsible for all aspects of PayPal's business in India. He will also be responsible for further strengthening of the company's operations in the country.
Prior to joining PayPal, Pahuja worked as the India MD for SumTotal Systems.

President Pranab Mukherjee in June 2016 returned 3 bills to Manipur Legislative Assembly for reconsideration.
The 3 bills that were returned were :
i. The Manipur Land Reforms and Land Revenue (7th Amendment) Bill, 2015
ii. The Manipur Shops and Establishment (2nd Amendment) Bill, 2015
iii. The Manipur Protection of Peoples Bill, 2015
These bills, which were passed by the State Legislative Assembly in September 2015, had triggered violence leading to the death of nine people in the State. Their bodies are still being preserved by their families in protest.
Why the bills were sent for reconsideration :
a.The Manipur Protection of People's Bill, 2015 was returned on the following 2 grounds –
b.The definition of a “Manipuri” was based on the census conducted in 1951
c.The Bill was passed by the Assembly as a Money Bill
Provisions : The bill proposed that - Manipur people means persons of Manipur whose names are in the National Register of Citizens 1951, Census Report 1951 and Village Directory of 1951 and their descendants who have contributed to the collective social, cultural and economic life of Manipur.Further, the Bill also proposed to appoint a Director to register “non-Manipur” people and “owners who provide accommodation to the tenants (non-Manipur).”
Criticism : It has been argued that 1951 as the cut-off date is unfair as the State has seen a surge in migrant population from the neighbouring States in recent decades. The criterion was also questiond on the ground that the census exercise in 1951 did not cover the entire State, especially hilly areas that cover 90 percent of area, due to not availability of infrastructure and human resources.
And, had the criteria been approved, around half of the indigenous tribes, including the Kukis and Nagas of the hilly areas, would have been declared as non-Manipuri.
Secondly, the bill was passed as Money Bill in the unicameral legislature. It has been alleged that the bill was approved as Money Bill in order to bypass the scrutiny of the Hill Areas Committee of the Legislative Assembly.
The Hill Areas Committee was set up as per the provisions of the Manipur Legislative Assembly (Hill Areas Committee) Order, 1972.It was promulgated by the President of India under the provisions ofthe Article 371-C of Constitution.
As per the provision 4 (2) of the order, every bill, other than a money bill, affecting wholly or partly the hill areas and containing mainly provisions dealing with any of the scheduled matters shall, after introduction in the Assembly, be referred to the Hill Areas Committee of the Assembly for consideration and report to the Assembly.
Every year 23 June is being observed as the United Nations Public Service Day by the United Nations (UN).
Significance of the Day : The day seeks to mark the invaluable contributions of public servants and administrators to build a better world for all. This for the first time, the day is observed after the 2030 Agenda for Sustainable Development (i.e. Sustainable Development Goals) were adopted by all member states of United Nations.
On this occasion, the UN will hold a Public Service Awards ceremony to reward the creative achievements and contributions of public service institutions worldwide.
The United Nations Public Service Day was instituted by the United Nations General Assembly (UNGA) by passing resolution 57/277 on December 20, 2002.
Since then it is observed to encourage member states to organize special events on that day to highlight the contribution of public service in the development process.
This day was created to celebrate the value and virtue of public service to the community and also highlight the contribution of public service in the development process. It also seeks to recognize the work of public servants and encourage young people to pursue careers in the public sector.
The Union Cabinet has approved proposal of extending the deadline for implementing the Ujjwal Discom Assurance Yojana (UDAY) by a year to March 31, 2017.
With this decision, states shall take over 75% of ailing DISCOM (Power Distribution companies) debt as on 30th September, 2015 by 31st March, 2017 by issuing Bonds.
It is considered as a significant step in realising the vision of proving 24X7 affordable and environment friendly Power for All. This intervention will also lower the interest burden of debt and allow states, which could not join UDAY earlier to put DISCOMs reforms on accelerated path.
Ujjwal Discom Assurance Yojana (UDAY) : The UDAY scheme aims at bringing ailing power discoms to a state of operational efficiency, with state governments taking over up to 75% of their respective debt and issuing sovereign bonds to pay back the lenders. It is the most comprehensive power sector reform ever undertaken.
It shall conceive permanently resolve all DISCOM problems in the past, present and future. The scheme is for the operational and financial turnaround of DISCOMs, which are the weakest link in the power value chain.
It provides a clear roadmap and opportunity to DISCOMs to become profitable till 2019. Power is a concurrent subject and requires the active participation of the States.
Though, the scheme is optional, several States/Union Territories have joined or agreed to join it. Under this scheme the turnaround of DISCOMs will be made possible through (i) Improving operational efficiencies of DISCOMs, (ii) Reduction in the cost of power (iii) Enforcing financial discipline on DISCOMs through alignment with State finances.
The Union Cabinet under Chairmanship of Prime Minister Narendra Modi has approved mega auction of all available spectrum (more than 2300 Megahertz) across the seven bands.
This decision will pave way for the largest-ever spectrum auction in the country and could potentially fetch the exchequer about 5.5 lakh crore ruppees going by the reserve price.
The airwaves in the seven spectrum bands to be auctioned are 700, 800, 900, 1800, 2100, 2300 and 2500 MHz. The auction of such a large quantity of spectrum will give a fillip for Digital India programme.
It will also allow telecom operators to purchase spectrum at par with international holding values and end spectrum shortage. This auction for the first time will sell 700 MHz band which is preferred for offering high-speed broadband services.
The 700 MHz band is approximately 70% cheaper than in the 2100 MHz band (used for 3G services). Thus help to increase internet penetration in the country.
The Union Cabinet has given its approval to the signing of a Protocol amending the Agreement between India and Belgium for avoidance of double taxation.
Decision in this regard was taken in the Union Cabinet meeting under the chairmanship of Prime Minister Narendra Modi.
The amendment in the Protocol will broaden the scope of the existing framework of exchange of tax related information between the two countries.
It also revises the scope of existing treaty provisions on mutual assistance in collection of taxes and further help to curb tax evasion and tax avoidance. The Protocol will also revise the existing treaty provisions on mutual assistance in collection of taxes.
The Union Cabinet has approved signing of a Memorandum of Understanding (MoU) with Steinbeis GmbH Co. KG, Germany for technology transfer and resourcing in manufacturing, including sub-sectors of Capital Goods.
The MoU between India Steinbeis GmbH was signed in April, 2016 during the Industrial Exhibition Hannover Messe 2016 in Hannover, Germany. Steinbeis GmbH is leading German organization for applied industrial research in Europe. It will act as a Technology Resource Partner for implementing identified projects in manufacturing.
The MoU envisages following field of cooperation :
Technology road mapping for specified Capital Goods sub-sectors. Cooperation in events on technology. Profiling of specific technologies.
Upgrading existing technology institutes and setting up Greenfield institutes in India. Assessment of technology status of Capital Goods Cluster, Other technology related co-operation and collaboration.
The MoU is a framework instrument that seeks to facilitate industrial technology projects by Indian Capital Goods Sector. It will provide a platform to various public sector undertakings (PSUs) and Capital Goods Sector units to have easy access to expertise and capabilities of Steinbeis GmbH for identifying and plugging technology gaps.
World Hydrography Day (WHD) is being observed annually on 21 June to publicise the work of hydrographers and the importance of hydrography.
The observance of the day emphasizes importance of hydrography particularly in protection of marine reserves and also promotion of safe navigation in international waters and ports.
2016 Theme : “Hydrography – the key to well-managed seas and waterways“. It seeks to highlight the fundamental importance of hydrography. It also seeks to boost our knowledge of the shape, nature and depth of the seafloor as a fundamental requirement for the safe, sustainable, proper and cost effective use of the world’s seas, oceans and waterways.
The idea of observing World Hydrography Day was mooted by the International Hydrographic Organization (IHO) in 2005. It was officially instituted by the United Nations General Assembly (UNGA) by passing resolution A/RES/60/30 Oceans and the law of the sea in 2005.
IHO : It was established as the International Hydrographic Bureau in 1921. It was used as a mechanism for consulting governments on matters of technical standards, protection of marine environment, safe navigation etc.
Hydrography : It is the science of surveying and charting bodies of water, such as oceans, seas, lakes, and rivers.
The International Widow's Day 2016 was celebrated across the world on 23 June 2016. The day was celebrated to raise awareness on the troubles of widowed women.The day throws light on the situation of widows which is sometimes neglected due to absent in statistics, unnoticed by researchers and is mostly overlooked by civil society organizations.

Twitter was acquiring British-based artificial intelligence startup Magic Pony to bolster its capacity for analysis of visual content.
Magic Pony's technology, based on research to create algorithms that can understand the features of imagery "will be used to enhance our strength in live and video and opens up a whole lot of exciting creative possibilities for Twitter," said Twitter co-founder and chief executive Jack Dorsey in a blog post.

Tata Power Renewable Energy has won 30 mw solar grid connected photovoltaic project in Maharashtra.
A unit of Tata Power, TPREL has received the Letter of Intent (LoI) to develop the project and will sign a 25-year power purchase agreement with NTPC Vidyut Vyapar Nigam.
The project have been awarded in the DCR (Domestic Content Requirement) category under the Jawaharlal Nehru National Solar Mission (JNNSM) Phase-II Batch-III tranche-I under 'State Specific Bundling Scheme.
TPREL CEO and ED Rahul Shah said: "This is the third LoI received by TPREL in recent months and brings our solar bid wins to 145 mw. Receiving this LoI for 30 mw of non-fossil fuel energy will further add to our total generation capacity, thereby, significantly increasing our green footprint.
This move is in line with the government set target of 100 gw from solar energy by 2017.
JNNSM, launched in January 2010, is a major initiative of the government that aims to establish India as a global leader in solar energy by creating favourable policy conditions for its diffusion across the country.
It had initially set a target to 20 gw of solar installations by 2022 that was reset to achieve five times more at 100 gw by 2022.
Aiming to generate solar power through rooftops of buildings and spare land under South Delhi Municipal Corporation, the civic bodyhas inked an MoU with Solar Energy Corporation of India (SECI).
The memorandum of understanding (MoU) engaged SECI, a central public sector undertaking under Ministry of New and Renewable Energy, for setting up solar power plants on the rooftops of the buildings and land owned by SDMC
The target is to generate 20 megawatts of solar power under the agreement in a period of two years, said a senior municipal corporation official.
The MoU, signed by SDMC chief engineer Firoz Ahmed and SECI managing director Ashwini Kumar, would cost around Rs 12 crore in the first phase, in which set up for generating 2 MW of power is to be done, said SDMC Commissioner P K Goel.
Of the 20 MW, 10 MW power would be generated on roof tops of 400 buildings, including schools, while remaining on spare vacant land of SDMC. The civic body will make available rooftops of municipal buildings on zero lease rental basis to the SECI.
Both parties have agreed to collaborate, identify and develop potential sites for execution of solar power projects. SECI, an expert in the sector, will undertake all the activities pertaining to planning, design, manufacture, supply, installation, testing, commissioning, operation and maintenance of grid connected rooftop solar plants.
It will also coordinate with local discoms in association with SDMC for net metering of the generated solar power as per the prevailing regulation of the Delhi Electricity Regulatory Commission.
The solar electricity generated on rooftop will be used by the SDMC offices, whereas that generated on the spare vacant land will be sold to the discoms.
Besides reducing power bill and curbing pollution, the project will also benefit SDMC which will avail the achievement-linked incentive scheme launched recently by the Ministry of New and Renewable Energy, that offers up to 25 per cent incentive on standard project cost in case 100 per cent target is achieved.

The Union Cabinet has approved a Special Package for employment generation and promotion of exports in Textile and Apparel sector on 22 June 2016 .
The package includes a slew of measures which are labour friendly and would promote employment generation, economies of scale and boost exports.
The following are the expected benefits to the textile and apparel sector in 3 years –
Cumulative increase of 30 billion US dollars in exports
Investment of 74000 crore rupees
Creation of 1 crore jobs
Employee Provident Fund Scheme Reforms : The Union Government shall bear the entire 12 percent of the employers’ contribution of the EPF Scheme for new employees of garment industry for first 3 years who are earning less than 15000 rupees per month.
At present, 8.33 percent of employer’s contribution is already being provided by the Government under Pradhan Mantri Rozgar Protsahan Yojana (PMRPY).
Ministry of Textiles shall provide additional 3.67 percent of the employer’s contribution amounting to 1170 crore rupees over next 3 years.EPF shall be made optional for employees earning less than 15000 rupees per month so that workers will be left with more money in hands.
Increasing overtime caps : Overtime hours for workers will not be exceeded 8 hours per week in line with International Labour Organisation (ILO) norms. This measure will lead to increased earnings for the workers
Introduction of fixed term employment : Since the industry of seasonal nature, fixed term employment shall be introduced for the garment sector. A fixed term workman will be considered at par with permanent workman in terms of working hours, wages, allowanced and other statutory dues.
Additional incentives under ATUFS : The package breaks new ground in moving from input to outcome based incentives by increasing subsidy under Amended-Technology Up gradation Fund Scheme (TUFS) from 15 percent to 25 percent for the garment sector as a boost to employment generation.A unique feature of the scheme will be to disburse the subsidy only after the expected jobs are created.
Enhancing scope of Section 80JJAA of Income Tax Act, 1961 : Looking at the seasonal nature of garment industry, the provision of 240 days under Section 80JJAA of Income Tax Act would be relaxed to 150 days for garment industry.
Importance : Indian textiles industry contributes about 14 percent to the industrial production, 4 per cent to the gross domestic production (GDP) and 11 percent to the country’s export earnings.The textile sector is the second largest provider of employment after agriculture.The growth in this sector is of significance to achieve the objective of inclusive growth as nearly 70 percent employed are women.
