The Union Cabinet has given its approval for signing of an Agreement for cooperation (AoC) between India and Portugal in the field of Agriculture and allied sectors. Decision in this regard was taken by Union Cabinet meeting chaired by the Prime Minister Narendra Modi in New Delhi. Highlights : The AoC covers various activities including trade in plants and plant products, exchange of scientific and technical information, exchange of information in phytosanitary issues, training programmes etc. It provides constitution of a Joint Working Group (JWG) comprising of representatives from both countries to monitor the implementation of the present MoU.  The JWG will also make concrete proposals for agriculture cooperation and develop guidelines and priorities for future cooperation in the field of agriculture and allied sectors. The AoC will enter into force on the date of its signing. It will remain in force for a period of five years and shall be automatically extended for a subsequent period of five years unless either Party gives written notice to terminate it.

The Union Cabinet has approved signing and ratifying an Agreement between India and Uruguay for cooperation and mutual assistance in Customs Matters. The Agreement will help both countries in the availability of relevant information for the investigation and prevention of Customs offences. Highlights : The Agreement is also expected to facilitate trade and ensure efficient clearance of goods traded between both countries. It also takes care of concerns and requirements of Indian Customs particularly in area of exchange of information on correctness of the Customs value declared, description of the goods traded between the two countries and the authenticity of certificates of origin of goods.  It will provide a legal framework for sharing of information and intelligence between the Customs authorities of the two countries. It will also help in the proper application of Customs laws, prevention and investigation of Customs offences and the facilitation of legitimate trade. Uruguay is one of the important trading partner of India among members of the MERCOSUR, a trading block in Latin America. India has signed a Preferential Trade Agreement (PTA) with the MERCOSUR which came into effect in June, 2009.  Trade between India and Uruguay has been expanding gradually.  

Sir Timothy Earle Barrow  was appointed the British Permanent Representative to the European Union (EU) on 4 January 2017. The appointment came after the resignation of Sir Ivan Rogers from the post on 3 January 2017. Sir Tim previously served as representative to the EU Security Committee and as Ambassador to the Western European Union.  Sir Tim Barrow : Sir Tim Barrow is a senior British diplomat.He serves as the Political Director, member of the Foreign and Commonwealth Office (FCO) board. He served as the Ambassador of the United Kingdom to the Russian Federation from 2011 to 2015.From 2006 to 2008, he served as British Ambassador to Ukraine. He holds vast European experience and worked as an UK Representative to the Political and Security Committee of the EU from 2008 to 2011 at UKRep. British Permanent Representative to EU : The Permanent Representative of the UK to the EU is the country’s foremost diplomatic representative to the EU. He/She serves as the head of the United Kingdom Representation to the European Union. His/Her official title is Her Britannic Majesty's Permanent Representative to the European Union.

The United States new President-Elect Donald Trump appointed Indian- American Raj Shah in a key White House position, as his deputy assistant and Deputy Communications Director and Research Director. The announcement was made on 5 January 2017 by incoming White House Chief of Staff Reince Priebus along with other important appointments.  Raj Shah : Shah, who is in his early 30s, is born to Indian parents who immigrated to the United States from Gujarat.  He is currently serving as the head of Opposition Research in the Republican National Committee.  He had led a team of experts to research against Hillary Clinton, the Presidential candidate of the Democratic Party. In fact, he was behind all the anti-Clinton campaign during the elections. Besides Shah, other appointments include Katie Walsh as the Deputy Chief of Staff to the White House, Joe Hagin as the Deputy Chief of Staff for Operations and Rick Dearborn as the Deputy Chief of Staff for Legislative, Intergovernmental Affairs and Implementation.

World Braille Day was observed across the world on 4 January 2017 to commemorate the birth anniversary of Louis Braille. To celebrate the day, non-governmental organizations (NGOs), health institutions, policy makers across the world came together to raise awareness about the problems of visually impaired people. To mark this occasion, Union Minister for Social Justice and Empowerment Thaawarchand Gehlot distributed 270 smartphones and 40 daisy players to students with visual impairment. The assistive devices were distributed under the Assistance to Disabled Persons for Purchase/Fitting of Aids and Appliances (ADIP Scheme) of the Department of Empowerment of Persons with Disabilities (Divyangjan). The minister also distributed scholarships cheques worth Rs 5 lakhs to each of 66 students with visual impairment under National Scholarship Scheme of National Federation of the Blind. Louis Braille : Louis Braille was born in France on 4 January 1809.Braille became blind after an accident at the age of 3. He is credited with inventing the Braille script. The script helps the visually impaired people to read as well as write. The Braille language is based on the patterns of raised dots on paper.The dots could be felt and one can read anything that is unable to see. To commemorate his 200th birth anniversary in 2009, Indian government struck a 2-rupee coin.

The Telecom Regulatory Authority of India (TRAI) on has released a Consultation Paper on Net Neutrality to seek comments from the public. The purpose of the consultation process is to proceed towards final views on policy and regulatory interventions on the issue of Net Neutrality (NN). The TRAI identified 14 issues for consultation and framed them in the form of questions. Some of the important issues are – What could be the principles for ensuring nondiscriminatory access to content on the internet in the Indian context? How should “Internet traffic” and providers of “Internet services” be understood in the NN context? What would be the most effective legal or policy instrument for implementing a NN framework in India? What could be the challenges in monitoring for violations of any NN framework? Can we consider adopting a collaborative mechanism, with representation from Telecom Service Providers (TSPs), content providers, consumer groups and other stakeholders, for managing the operational aspects of any NN framework?  What mechanisms could be deployed so that the NN policy or regulatory framework may be updated on account of evolution of technology and use cases? The quality of internet experienced by a user may also be impacted by factors such as the type of device, browser, and operating system being used. How should these aspects be considered in the NN context? Net Neutrality : The concept of Net Neutrality refers to the equal treatment of all data over the Internet by the Internet Service Providers (ISPs). The term was coined by Tim Wu in 2003 as an extension of the longstanding concept of a common carrier. As per the principle, the Governments and ISPs should treat every bit transmitted over the Internet equally, without any option for priority delivery or differential charges on the basis of user (Business or Domestic), content (voice or video or data), platform, application, type of attached equipment or mode of communication.  

Researchers have recently discovered a new organ that was hidden in plain sight inside our digestive system this whole time. The existence of the human body’s 79th organ, known as the ‘mesentery’, has been known for hundreds of years. However, until recently, it was thought to be a fragmented structure comprising separate parts. It was Dr. J Calvin Coffey, Professor of Survey at the University of Limerick in Ireland, who discovered that it was one continuous organ. Highlights : Although the structure of the organ is known, its functions are not very well understood. Studying the organ more closely could be the key to better treatment of various abdominal and digestive diseases.  The evidence of the organ’s new found status has been now published in the Lancet Gastroenterology & Hepatology journal.  The organ has been listed in the journal as one that had not been acknowledged up until now. The anatomic description of the organ that had been laid down in research books in the past 100 years has been completely incorrect. The organ is far from being fragmented and complex. It is, in fact, one continuous structure.  Gray’s Anatomy, the world’s best series of medical textbooks has been updated to include the new definition of the organ. Mesentery : It is a double fold of peritoneum, the lining of the abdominal cavity that attaches our intestines to the wall of our abdomen.  It is the organ that keeps everything locked in place. For centuries, it was ignored as an insignificant attachment in the abdominal structure.  In 2012, Calvin Coffey and his colleagues proved through detailed microscopic examinations that the organ was actually a continuous structure.  They used the past four years to gather more evidence on its organ status and made it official in their latest research paper. While the discovery doesn’t really change anything inside our bodies, it does open a whole new field of medical science that could help understand and improve our health issues. The next step from here is to understand the function of the organ.

Veteran Indian filmmaker and former Union Minister Dasari Narayana Rao has announced his intention of making a biopic on the former Chief Minister of Tamil Nadu, J Jayalalithaa, who passed away on 5 December 2016. The director, who has been closely associated with the former actress for years, made the announcement on 4 January 2016.He explained his decision by saying that it was only appropriate to make a film on a person who has inspired so many people and has worked in more than 140 films in three languages, Tamil, Telugu and Kannada. The film titled ‘Amma’ is still in the ideation stage and is yet to enter the scripting phase. The film is expected to cover her journey from being a popular actress to becoming ‘Amma’, a revolutionary leader in the Tamil Nadu politics.  The film will be made in Tamil and Telugu. It could also be a trilingual film, as Dasari Narayana Rao is thinking of making it in Hindi as well.  No cast has been finalised. It will be done only when the scripting process is completed. The shooting of the film is expected to start by the end of 2017 or by the beginning of 2018.  The actors who are rumoured to become a part of the project include southern actresses Ramya Krishnan, Trisha, Simran and Bollywood dream girl Hema Malini. Currently, the director is much focused on the writing part, the content and the way the story will be showcased. Besides this, Bollywood filmmaker Ram Gopal Verma has announced his next film titled 'Sasikala'. The title suggests that the film will be based on Jayalalithaa’s closest aide Sasikala Natarajan, who took charge as the General Secretary of AIADMK on 31 December 2016. According to popular opinion, Sasikala, who is also affectionately known as ‘Chinnamma’ (small mother), is slated to become the next Chief Minister of Tamil Nadu. Script work for the film is already underway.

India has defeated Bangladesh 3-1 to win the 2016 SAFF Women's Championship at the Kanchenjunga Stadium in Siliguri, West Bengal. With this, India fetched the 4th consecutive SAFF Women's Championship title. The early goal in the finals was scored by India’s Dangmei Grace in the 12th minute. In the second half of the game, goal from India’s Sasmita Malik and Indumathi helped the Indian women grab the title. SAFF Women's Championship : The SAFF Women's Championship is also referred to as the South Asian Football Federation Women's Cup.It is the main association football competition of the women's national football teams. It is governed by the South Asian Football Federation (SAFF).The Championship is contested by the national teams of the South Asian Football Federation.The SAFF members are India, Bangladesh, Bhutan, Maldives, Nepal, Pakistan and Sri Lanka.The Championship is held once in every two years. Until now, India has won every edition of the Championship. Before defeating Bangladesh in the finals of the 2016 SAFF Women's Championship, India has always defeated Nepal in the finals of the tournament. The 2016 SAFF Women's Championship was the fourth edition of the SAFF Women's Championship. India was awarded the hosting rights of the 2016 SAFF Women's Championship in January 2016. It was the first time India had hosted the Championship. The Board of Control for Cricket in India (BCCI) has announced that Mahendra Singh Dhoni stepped down as the Captain of the Indian One Day International (ODI) and T20I cricket teams. The ace Indian cricketer also informed BCCI that he will be available for selection for the upcoming series against England. However, he would not be continuing in the skipper's role. Earlier in December 2014, Dhoni had suddenly quit Test captaincy during the Australia tour in Melbourne. Mahendra Singh Dhoni: The most successful Indian captain ever : Born on 7 July 1981, Mahendra Singh Dhoni captained the Indian team in limited-overs formats from 2007 to 2016. He served as the Captain of Indian Test team from 2008 to 2014. He is acknowledged as one of the greatest finishers in limited-overs cricket.He made his ODI debut in December 2004 against Bangladesh.He played his first Test in 2005 against Sri Lanka. In 2007, he took over the ODI captaincy from Rahul Dravid. After that, Dhoni led the team to its first-ever bilateral ODI series wins in Sri Lanka and New Zealand. • Under his captaincy, India won the 2007 ICC World Twenty20, the CB Series of 2007–2008, the 2010 Asia Cup, the 2011 ICC Cricket World Cup and the 2013 ICC Champions Trophy. India’s first transgender school opened in Kochi. The school, named Sahaj International, was inaugurated by transgender activist, writer and actor Kalki Subramaniam at Thrikkakara in Kerala’s Ernakulam district. This alternative learning centre works in collaboration with National Institute of Open Schooling (NIOS). The school, the first of its kind in the country, is expected to go a long way in ensuring equal opportunities for transgenders who have dropped out from school. The new learning centre will help them continue their education and appear for Class X and XII examinations. The transgender school is headed by six transgenders and a woman under the Transgender Foundation.  The school will initially start with 10 students including a migrant and a differently abled transgender. There will be a pool of 60 trainers which includes teachers, social workers, doctors and engineers to support the educationally disadvantaged to strengthen their community’s social status. The transgenders had great difficulty in finding a place to start the school in the city. The organisers said most building owners had refused to give them space to start the school. The school became a reality after a Christian organisation, CMC Vimala Province, leased out a rent free building situated in a 1.5 acres plot in Thrikkakara. Thrikkakara Municipality chairperson K K Neenu said it as a proud moment in her life as the country’s first transgender alternate school is opened in her municipality. 

Mobile commerce and payments company, Paytm received the final approval from the Reserve Bank of India on January 3, 2017 to launch Paytm Payment Bank. Paytm Payments Bank Ltd is expected to start its operation in next 30-60days with its first branch in Noida, Uttar Pradesh. Paytm Payments Bank is held 51% by Sharma and 49% by One97 Communications Pvt. Ltd. It has already received investments of Rs 220 crore from One97 Communication and its Vijay Shekhar Sharma. Paytm Payments Bank aims to build a new business model in banking, focused on bringing financial services to hundreds of millions of unserved or underserved Indians. Paytm Payments Bank has set a target of 200 million accounts, across current and savings accounts, and mobile wallets, within 12 months of the launch. It aims to touch half a billion accounts by 2020. Paytm already has close to 150 million electronic wallets. Paytm’s digital wallet will now be part of Paytm Payments Bank Ltd in keeping with the directions of RBI. The bank will sell products such as loans, wealth management and insurance to drive revenues.

Cooking gas customers can now avail an upfront discount of Rs 5 on every refill booked and paid for online. Indian Oil, Bharat Petroleum and Hindustan Petroleum have begun offering the price discount to cooking gas customers. The discounted amount will be seen on customers’ screens as well as the cash memo accompanying the cylinder. State oil companies are already offering 0.75% discount on the purchase of petrol and diesel to customers paying digitally

Mid-sized private lender Yes Bank has entered into a tie-up with Bajaj Electricals for vendor financing using blockchain solution, and announced to use the technology more aggressively as it saves over 70 per cent in cost.  As part of the tie-up, the bank has completely digitalised its processes when it comes to transactions with Bajaj Electricals and its vendors in such a way that blockchain solutions can be implemented. This will help in clearing short-term working capital loans to Bajaj's vendors almost instantaneously as against the present manual practices which take upwards of four days.  Blckchain solutions is a distributed database that maintains a continuously-growing list of ordered records called blocks. The spokesperson said it reduces turnaround times, is transparent and also ensures zero errors.  The bank will now look at deploying the same supply- chain financing solutions with more clients and is also keen on leveraging the benefits of blockchain solution to other areas like international payments and trade finance.  The bank is at a fairly advanced stage when it comes to international payments and is targeting to start processes within a month, while trade finance will take three months . For the tie-up, the bank was helped by fintech startup Cateina Technologies which developed the "smart contract", and is using a cloud-based cognitive service from IBM.  The bank official said there are significant advantages for Bajaj Electricals as well.  This solution enables us to do timely processing of the vendor payments without physical documents and manual intervention. It also enables us and our vendors to track the status of the transactions real-time .

Munich Re is opening a composite branch office in Mumbai to service the property-casualty, life, health reinsurance markets across the country.  Munich Re is one of the first foreign reinsurers to receive approval for a dedicated branch in India following the 2015 amendment of the Insurance Bill.  The reinsurer is present in the Indian market since 1950s. It has worked with insurers and large corporate clients, providing technical expertise and management solutions.  This set-up will allow Munich Re to combine its solution-based global expertise with local underwriting experts’ understanding of the market.  Munich Re is present in life and property casualty reinsurance business. It has joint venture in the general insurance segment -HDFC Ergo and health insurance in the form of Apollo Munich Health.  Munich Re’s Economic Research unit estimates that real premium growth in emerging Asia will grow by 9.0% in P&C (annual average growth) and 10.1% in life until 2025. For India, expectations for P&C are even somewhat higher, at 9.2%.   

Telangana and Assam has signed MoUs for being a part of the Ujwal Discom Assurance Yojna in a bid to better performance of state run power distribution companies. Speaking at the event, Union Power Minister, Piyush Goyal . According to a government press statement, the Government of Telangana would take over Rs. 8,923 crore of the total Rs. 11,897 crore of discom debt. The Assam government would take over Rs. 928 crore out of total Rs. 1,510 crore DISCOM Debt (being 75% of their respective DISCOM debt outstanding as on 30.09.2015, as envisaged in the scheme) and the balance debt would be re-priced or issued as State guaranteed DISCOM bonds. This would amount to annual saving in the interest cost of Rs. 387 crore to Telangana and Rs. 37 crore to Assam respectively. The interest cost on future borrowings is also expected to reduce, providing a saving of around Rs. 30-40 crores to these States. The gains to these states through Demand Side interventions in UDAY such as usage of energy-efficient domestic as well as industrial/commercial equipment is expected to be around Rs. 1200 crores & Rs. 260 crores respectively. The States of Telangana and Assam are also expected to benefit around Rs. 2250 crores and Rs. 520 crores respectively on account of the support being extended by the Centre through various coal reform measures. The government also launched the UDAY portal and mobile app to enable transparency in working of state run power distribution companies. The portal would track and monitor the progress of DISCOMs on operational and financial parameters under UDAY scheme of Ministry of Power.

Seasoned player Mithali Raj will skipper the Indian women’s cricket team for the International Cricket Council (ICC) World Cup qualifiers which is to be played from February 3 to 21,2017 in Colombo .The team comprises of most of the prominent names in the squad which guided India to clinch the women’s T20 Asia Cup 2016 title in December last year by beating arch-rivals Pakistan. 

In an effort to tap into the 51 million strong small and medium businesses in India, online search major Google today launched a brand new tool My Business. Sundar Pichai, the CEO of Google who is in the Capital for a day made the announcement. He said that the brand new tool has been introduced in India and it would be taken to other countries from here. Pichai said that it is an India first tool which would be introducing this year. Google My Business would help small businesses set up website from their mobile devices. All they need is a smart phone. The company has also launched Digital Unlocked, an education programme in association with industry body FICCI and Indian School of Business. The programme will impart mobile and online courses to help small businesses. For Google, SMBs hold a special importance as some of their first customers were MSMEs. "SMBs have always been keys users of our platform right from the beginning," said Rajan Anandan, vice president India and Southeast Asia Google. Also present were the Law and IT Minister Ravi Shankar Prasad and MeitY secretary Aruna Sundararajan.

In Uttar Pradesh, day-long ​Digi Dhan ​Mela ​is being organised by central government and the financial institutions in Meerut .  Through such Melas, common people​ are motivated​ towards higher usage of digital transactions by offering incentives​ like Lucky Grahak Yojana for Consumers and Digi-Dhan Vyapar Yojana for Merchants. Citizens ​are also offered help in opening bank accounts, linking mobile numbers to accounts, Aadhar enrolment, Aadhar updates, seeding Aadhar with bank account numbers etc. The mela also offer​s​ training to auto and taxi drivers and farmers to accept online payments via the newly launched BHIM app.  Digi Dhan Mela ​in Meerut is being organised at Cahudhary Charan Singh University campus Governor Ram Naik will inaugurate the Mela this afternoon. Besides, union MSME minister Kalraj Mishra and MOS agriculture Sanjiv Balyan is also scheduled to attend the Mela.

The National Mission for Clean Ganga (NMCG) has approved new projects under Namami Gange programme in Haridwar (Uttarakhand) and Varanasi (Uttar Pradesh). In Haridwar, 68 MLD sewage treatment plants (STP) and 14 MLD STP in Sarai was with Central government funding and also under Hybrid Annuity based PPP mode. Besides, 50 MLD sewage treatment plant at Ramana in Varana under Hybrid Annuity-based PPP mode was also approved. Namami Gange Programme  : The programme was launched to achieve the target of cleaning Ganga River in an effective manner with the unceasing involvement of all stakeholders, especially five major Ganga basin States Uttar Pradesh, Uttarakhand, Bihar, Jharkhand and West Bengal.  It envisages Sewerage Treatment Infrastructure, River Surface Cleaning, River Front Development, Public Awareness and Bio-Diversity, Afforestation. It will be implemented by the National Mission for Clean Ganga (NMCG), and its state counterpart State Program Management Groups (SPMGs). It seeks to improve coordination mechanisms between various Ministries/Agencies of the Union and State governments.

Businessman Jovenel Moise was declared the official winner of Haitian Presidential Elections on 3 January 2017.   Moise, who was representing former President Michel Martelly’s the Haitian Tet Kale Party (PHTK), won a clear majority in the Presidential elections by getting 55.6% of the total votes cast, beating his closest rival Jude Celestine who received only 19.5% of the total votes cast. The elections were held on 20 November 2016. Highlights : Moise in his victory speech spoke about combating corruption and spreading national unity. Supporters of Maryse Narcisse, the candidate of former President Jean-Bertrand Aristide’s Fanmi Lavalas Party and leftist candidate Moise Jean-Charles protested against Moise’s lead when the preliminary results were released, accusing him of fraud.  While Maryse Narcisse finished fourth by winning 9% of the total votes cast, Moise Jean-Charles finished third with 11% of total votes cast.  Electoral tribunal maintained its decision on Moise’s win and cleared that there was no major fraud in the election.  The results have come at a time when the impoverished Caribbean nation is still recovering from hurricane Matthew, which caused endless destruction throughout the nation in October 2016. The hurricane killed around 1000 people and left over one million displaced and in need of humanitarian assistance. Jovenel Moise : 48-year-old Moise runs a banana export company, which he sees as a model for rural development. Even in his campaign, Moise branded himself as the ‘Banana Man’.  He was chosen as a presidential candidate by former President Michel Martelly for his party the Haitian Tet Kale Party in 2015. Michel Martelly had ended his term without having an elected successor.  Moise had received 32.8% of the total votes cast in the first round of elections, held in October 2015. However, the results were declared fraud by thousands of protestors, resulting in postponing of the elections.  The new President-Elect is expected to take office by 7 February 2017, ending the term of the interim President Jocelerme Privert who had taken over when Martelly left office without a successor. In his new role, Moise would be facing the huge task of reviving the economy of Haiti and rebuilding the nation.  

The Union Commerce and Industry Minister Nirmala Sitharaman on 4 January 2017 launched an Intellectual Property Rights (IPR) Enforcement Toolkit for police in New Delhi. This toolkit will be a ready reckoner for police officials across the country in dealing with IP crimes, specifically trademarks counterfeiting and copyrights piracy. IPR Enforcement Toolkit for Police : In addition to details of offences under various laws, it provides for checklists for registering a complaint and conducting search and seizures. It lays down general guidelines for search and seizure in case of IP crimes. This toolkit will be provided to all state police departments across the nation and will assist them in dealing with the cases relating to Trademarks and Copyrights infringements. The toolkit has been jointly prepared by Cell for IPR Promotion and Management (CIPAM) and Federation of Indian Chambers of Commerce and Industry (FICCI). Role of CIPAM in IPR Promotion The Cell for IPR Promotion and Management (CIPAM) works under the aegis of the Department of Industrial Policy and Promotion (DIPP) of the Union Ministry of Commerce and Industry. The CIPAM is working to ensure effective implementation of the National IPR Policy 2016.CIPAM is collaborating with the International Trademark Association (INTA) to launch an IPR Awareness campaign for schoolchildren. The campaign would spread the message on IPRs in a creative and engaging manner through the use of presentations.The presentations consist of creatively illustrated posters and pamphlets which cover the basics on IPRs and the need to protect IPRs. In order to strengthen the Enforcement mechanism, CIPAM has also organized seven batches of training programmes for Police officials in Andhra Pradesh. A three-day training programme was organised for Assistant Police Officials (APOs) and Police Officials in Uttar Pradesh. During these training programmes, trainees enacted plays and participated in quizzes and other activities based on IPRs. CIPAM has also written to all the state police and judicial academies to undertake training of police and judicial officers on Enforcement of Intellectual Property Rights. CIPAM is actively facilitating international engagements in the field of IPRs.Two Memorandums of Understanding (MoU) on IPRs were signed with the UK and Singapore.
