Senior IAS officers Brajendra Navnit and V Sheshadri have been appointed as Joint Secretaries in Prime Minister's Office as part of massive mid-level reshuffle effected on 22 august 2016.
As many as 22 new Joint Secretaries have been appointed in different central government departments. Of these, 18 are from Indian Administrative Service (IAS) and remaining from other services.
Both Navnit and Sheshadri have been working as Director in the PMO. Navnit has been appointed as JS, for the balance period of his overall five year central deputation tenure upto July 2, 2019 .Sheshadri will have tenure till August 21, 2018 .
IAS officers Syed Ali Murtaza Rizvi and Aramane Giridhar have been appointed as Joint Secretaries in Cabinet Secretariat.
Anshu Sinha, a 1999 batch IAS officer of Maharashtra cadre, has been appointed as JS in Ministry of Information and Broadcasting. Dharitri Panda, an officer of Indian Civil Accounts Service, has been appointed as Additional Financial Adviser and Joint Secretary in Defence Ministry .
IRS officer Dilip Sharma has been appointed as Director General in Election Commission of India for three years. IAS officer Rajit Punhani has been appointed JS in Ministry of Labour and Employment.
Bihar cadre IPS officer Dinesh Bist, who was working as Joint Secretary in Ministry of Minority Affairs, has been repatriated to his parent cadre with immediate effect. IAS officer Rakhee Gupta Bhandari has been appointed in his place .
Ashish Chatterjee is new Joint Secretary in Ministry of Petroleum and Natural Gas. R K Sinha, an officer of Indian Defence Accounts Service, has been appointed as Additional Secretary (JS level) in Union Public Service Commission.

Telangana government has issued draft notification on rearranging district borders to create 17 new districts. After the completion of the process, the number of districts in the State will go up to 27 from the present 10. The new districts will come into being in October.
The government invokes a 1974 Act that provides for the reorganisation. The number of mandals and revenue divisions too will go up. Though the government wanted to increase the number of mandals by 90, it decided to prune it to 31, so that after the revamp, the number will be 490. The State will have 58 (44 now) revenue divisions.
However, the notification for Hyderabad, the capital region, is yet to come out. The government has given a month’s time for people to send their feedback on the break-up of districts and formation of new revenue divisions.
Chief Minister K Chandrasekhara Rao has mooted the idea of carving out new districts in order to minimise the hassle for people in commuting to the district headquarters and to enhance the efficiency of the administration.
There have been protests in some parts of the State, with agitators from places like Gadwal, Janagaon and Siricilla taking to the streets demanding district status for the respective areas.
The State Revenue Department has opened an exclusive website, giving details of the reorganisation of districts, maps and relevant government orders. The site also provides a window that allows people and stakeholders to submit their views on the re-organisation.The State has set a target to complete the process by September.

Purohit succeeded Padmanabha Balakrishna Acharya, Governor of Nagaland who was Governor in-charge of Assam.
Banwarilal Purohit : Banwarilal Purohit was a Member of Parliament from the Nagpur (Lok Sabha constituency) three times, twice as a Congress member, once as a BJP member.In 1984, he was elected to the 8th Lok Sabha as member of Congress Party. He was re-elected in 1989.
Later, he joined Bharatiya Janata Party when it launched a movement to build Ram Temple in Ayodhya. In 1996, he was elected to 11th Lok Sabha as BJP's candidate.
He gained ownership of the Nagpur daily newspaper The Hitavada in 1980s. The Hitavada was English daily founded by Gopal Krishna Gokhale. Under Banwarilal Purohit, The Hitavada became a leading newspaper of central India and apart from its headquarters edition at Nagpur the daily also launched editions from Jabalpur, Raipur, and Bhopal.

Legendary journalist George E. Curry, considered the‘dean of black press columnists’, passed away on 20 August 2016 in Maryland, USA.
Curry mainly reported on racism, poverty and national politics for newspapers. He most recently wrote a syndicated column that ran in more than 200 black-owned newspapers.

Senior BJP leader Jagdish Mukhi was sworn in as the 12th Lieutenant Governor of the Union Territory of Andaman and Nicobar Islands on 22 August 2016.
He was administered the oath of office and oath of secrecy by Justice Girish Chandra Gupta, acting chief justice of Calcutta High Court.
Mukhi Succeeded Lt General A K Singh (Retd) who was appointed in July 2013. Earlier, he had been a minister and Leader of Opposition in the Delhi Assembly in the past.
Mukhi was also a professor in Delhi University and has authored a book titled 'Company Law and Secretarial Practice'.

State-run GAIL (India) Ltd has signed a memorandum of understanding (MoU) with California-based Bloom Energy for developing natural gas-based fuel cell power generation.
This would be a technology which will have less pollution. We want this to be implemented in places like even our Parliament and also in areas like Andaman and Nicobar, where people are hugely dependent on diesel for power generation.
The agreement was signed by GAIL chairman and managing director B C Tripathi and Bloom Energy chief executive K R Sridhar.
The new technology converts fuel into electricity through an electro-chemical process and the use of water is less too in this mode of power generation.
The average cost of commercial power generation would be in the range of Rs 13 per unit, compared to a higher cost depending on diesel.
Pradhan added that this sort of clean energy would be a solution to pollution that cities like Delhi are facing. Highlighting the importance of gas-based power.
Recently, the Delhi government came up with odd-even formula for cars to tackle pollution. But coal-based power projects like Badarpur pollutes the city more in a year, that the entire four wheelers pollute the city in 17 years.
The Bharat Sanchar Nigam Limited and Microsoft India has signed a memorandum of understanding (MoU) to offer telecom & IT solutions for big businesses.
The MoU will help meet the demand foe IT and cloud services, as well as audio and video needs of the BSNL's enterprise customers including government organizations .
BSNL has large share in landline network including leased line connectivity to various enterprises.
Microsoft won the bid for a request for proposal invited by BSNL from companies that have expertise in this area and for strategic business alliances with world renowned companies. The partnership will serve government to government, government to consumer, government to business, and business to business segments.
This strategic alliance would be non-exclusive and is aimed to leverage the domain expertise and strategic position in the Industry to garner more business either as a front runner or as a support associate to provide connectivity and telecom solutions as per the need and demand of the end customer .
The government is set to ban cash transactions over Rs 3 lakh as it seeks to clamp down on black money in the economy following recommendations from the Supreme Court-appointed Special Investigation Team.
The government, however, is yet to decide on the SIT's other proposal to bar cash holdings over Rs 15 lakh due to opposition from trade and industry , sources told TOI. "There are concerns that this will result in harassment by tax officials .
The Rs 3 lakh-limit is aimed to ensure that transactions are made using credit or debit cards, cheques or drafts which can be easily tracked. Despite the crackdown on unaccounted money, authorities continue to unearth several transactions involving purchase of jewellery or even cars in all cash deals. The finance ministry is also trying to promote use of plastic money and recently did away with transaction charges for government services.
In the past, businesses have cited payments to workers, especially smaller players, to justify large cash holdings. But the argument is seen to have become weak in the wake of a spurt in number of bank accounts, especially after Jan Dhan was launched two years ago.
The government has already initiated several steps, including banning cash advance of more than Rs 20,000 for property transactions. The move came after income tax raids revealed unaccounted cash was often attributed to recently concluded property transactions. A similar limit has been placed on repayment of bank loans.
The SIT had suggested the twin moves citing examples of countries such as France and Italy, that allow transactions up to a certain limit.The panel argued that cash transactions of over Rs 20,000 were rampant and often tax was not being deducted at source as prescribed under the law.
India’s premier container port, Jawaharlal Nehru Port in Navi Mumbai, has signed an agreement with State Bank of India and Development Bank of Singapore for External Commercial Borrowing to the tune of USD 400 Million at a very competitive" interest rate to improve the infrastructure required for doubling.
The ECB of USD 400 Million ( USD300 Million from the SBI & USD100 from DBS) will be primarily utilised by the JNPT, which has US Dollar denominated foreign currency earnings which can be leveraged for a low cost foreign currency borrowing, for expansion of its existing roads network connecting to its port project as the existing road network for evacuation of traffic is currently operated at a capacity utilisation of 100%.
The agreement with the SBI & DBS was signed by the JNPT Chairman Anil Diggikar in the presence of the Shipping Secretary Rajive Kumar after the Reserve bank of India granted approval to JNPT for raising USD400 Million with an end use of on-lending to Mumbai JNPT Port Road Company Limited (MJPRCL) for implementation of road project.
The funding process involved assessment and structuring of cash-flows (both at JNPT level and MJPRCL level), bid process management, engagement of domestic and foreign lenders.
Project will be developed by Mumbai JNPT Port Road Company Limited (MJPRCL), a joint venture company of NHAI, JNPT and CIDCO at a total estimated cost of Rs. 2895 crore. Considering the importance and urgency of implementation of the project, it will be taken up by MJPRCL on EPC mode and funding for the project would be carried out by JNPT.
The rate of ECB loan of 2.025% plus Libor USD6M ( approx 3.15%) which is cheaper than any other Indian currency loan.
The funding by JNPT is the first of its kind for major port and it opens up one more avenue for major and government ports to raise funds by accessing international markets for their requirements.
The project will primarily benefit and cater to the needs of JNPT and an improved connectivity is essential for traffic evaluation from JNPT. It is of great significance to JNPT and will give a boost to the country’s economy.
This project will cater to the additional cargo which will be handled at the 4th Container Terminal. JNPT is going to double its capacity in the next seven years. This evacuation corridor would help in supporting the EXIM trade besides providing economic opportunity to the local and region.
Deepening collaboration on skill development, India and Germany has signed an agreement that aims to foster conditions that will help create and improve workplace-based vocational training in India's industrial clusters.
German technical assistance will be used to enhance industry institute partnerships between Indian and German organizations, build capacity of local training institutions and foster industry linkages which will help adapt elements of the German dual system into the Indian context.
India recognize the fact that Germany's dual system is widely acclaimed as one of the best in the world, noted for its close linkages between industry and training institutions.
This provides a competitive edge to German industry and businesses. We need to adapt elements of the German VET system to the Indian context to ensure that skill training in India is closely aligned with the requirements of industry.
The agreement was signed between the Ministry of Skill Development and Entrepreneurship (MSDE) and (German International Cooperation (GIZ) and will initiate a new project focused on adapting elements of the German dual system in select industrial clusters in India.
In the last couple of months we (India) have formally adopted the German system of dual education. For the first time we will have ITIs (industrial training institutes) in this country where there will be a model of three months of academic input and after that the trainee will move to the industry where he will work as an apprentice for the remaining nine months.
The aim of the programme is to involve private sector and entrepreneurs in defining the qualification that is required in creating practical training at the workplace.
The project will run for three years starting August 2016 with a budget of EUR 3,000,000 (22.6 crore) - made available by the German Government and aims to foster conditions which will help create and improve cooperative workplace-based vocational training in India's industrial clusters.
It will be implemented in three selected clusters, which include the Automobile cluster in Maharashtra and Electronics cluster in Bangalore.
BRICS Women Parliamentarians forum has unanimously passed the Jaipur Declaration on the concluding day of the Forum’s meeting held in Jaipur. The 19-point declaration was adopted at the two-day meeting of BRICS Women Parliamentarians forum held in Jaipur, Rajasthan.
The meeting was attended by heads and members of delegation from Brazil, Russia, India, China and South Africa.

For the first time, researchers have decoded and predicted the brain activity patterns of word meanings within sentences. The brain activity patterns were predicted using functional magnetic resonance imaging (fMRI) to measure human brain activation.
With this, researcher can now predict 70% brain activity patterns. This study may help treat persons with brain injury and stroke patients to communicate better. It also makes key advances towards understanding how information is represented throughout the brain.
fMRI is a functional neuroimaging procedure using MRI technology. It measures brain activity by detecting changes associated with blood flow. This technique relies on the fact that neuronal activation and cerebral blood flow are coupled together.
When an area of the brain is in use, blood flow to that region also increases. The primary form of fMRI uses blood-oxygen-level dependent (BOLD) contrast. This is a type of specialized brain and body scan used to map neural activity in the brain or spinal cord of humans or other animals. It is mapped by imaging the change in hemodynamic response (blood flow) related to energy use by brain cells.
Prime Minister Narendra Modi and Afghanistan President Ashraf Ghani jointly tele-inaugurated the restored Stor Palace in Kabul. The Stor Palace is located in the Afghanistan’s Ministry of Foreign Affairs Campus in Kabul.
The newly renovated and restored building will house the Afghanistan’s Ministry of Foreign Affairs. Besides, it will also serve as the venue for hosting official domestic and international events by the Afghan government.
A tripartite agreement for restoring Stor Palace was signed in 2011 during the visit of then Indian Prime Minister Manmohan Singh to Afghanistan.
The agreement was signed between Aga Khan Development Network, Government of Afghanistan and Government of India.
India’s Contribution in Afghanistan’s development : India has played a significant role in the reconstruction and rehabilitation process in Afghanistan in the past few years. Earlier in June 2016, both countries had inaugurated the $300 million India and Afghanistan Friendship Dam in Herat Province.
Besides, India also had gifted Afghanistan its new parliament building in December 2015. So far India has poured more than $2 billion dollars into Afghanistan reconstruction projects and humanitarian aid as part of its goodwill diplomacy making it one of the largest donors to the war-torn country.

SR Nathan, former longest-serving Singapore President of Indian-origin passes away .The Indian-origin former Singapore President S.R. Nathan passed away days after suffering a stroke. He was 92. He was the sixth and longest-serving President of Singapore. He was closely associated with the country’s founding leader Lee Kuan Yew.
S.R Nathan : Born as Sellapan Ramanathan on 3 July 1924 in the family of Indian Tamil descent in Straits Settlements of Singapore. He had served as President of Singapore for two terms from 1999 to 2011. He was elected unopposed as President for first time in August 1999. He officially stepped down in August 2011 after announcing that he would not seek a third term.
After stepping down he had worked as Distinguished Senior Fellow at Institute of Southeast Asian Studies and at Singapore Management University’s School of Social Sciences.
Prior to becoming President, he held key positions in the Singapore Civil Service and also in security, intelligence and foreign affairs. In 1988, he was appointed as Singapore’s High Commissioner to Malaysia and later Singapore’s Ambassador to the United States from 1990 to 1996.
Awards and honours : Government of India had conferred the Pravasi Bharatiya Samman (Overseas Indian Award) upon him in 2012 in recognition of his contribution in building closer links between India and Singapore.
Justice Manjula Chellur has sworn in as the new Chief Justice of the Bombay High Court. She succeeded CJ Dhirendra Hiralal Waghela who has retired. She was administered the oath of office by Maharashtra Governor C Vidyasagar Rao at the swearing-in ceremony held at Raj Bhavan in Mumbai.
She is the second woman Chief Justice of the Bombay HC, after Sujata Manohar in 1994. Prior to this posting, she was serving as the Chief Justice of the Calcutta HIgh Court.
Manjula Chellur : Justice Manjula Chellur was born on December 5, 1955 in Karnataka. She had law degree in 1977 and also started practising law in same year. She was the first woman advocate to practice in Bellary district in Karnataka. She was also the first woman to become a district judge in 1988.
She had handled several important cases both on civil and criminal sides. She also had served as legal advisor for several banks, agro industries. In 2000, she was appointed as the first woman judge of Karnataka High Court. She was appointed as the Acting Chief Justice of the Kerala High Court in November 2011. She had sworn-in as the Chief Justice of the Kerala High Court in September 2012 and was transferred to Calcutta High Court in 2014.
VP Singh Badnore (69) has sworn in as the new Governor Punjab and also as Administrator of Chandigarh.
He was administered the oath of office by Punjab and Haryana High Court Chief Justice SJ Vazifdar at oath taking ceremony held in Punjab Raj Bhawan Chandigarh.
He succeeds Kaptan Singh Solanki, who is the Governor of Haryana and was holding additional charge of Punjab Governor and Administrator of Chandigarh since January 2015.
VP Singh Badnore : VP Singh Badnore belongs to Bhilwara in Rajasthan. He is as an agriculturist, environmentalist, social worker, and sportsman.
He was a four-time BJP legislator (MLA) in the Rajasthan State legislative Assembly. He was a member of the 13th and 14th Lok Sabha from 1999 to 2004 and 2004 to 2009 respectively. In July 2010, he was elected to the Rajya Sabha.
He had served as the chairman of the special task force to rehabilitate tigers in Sariska (Rajasthan) from 2005-09. He was also a member of the empowered committee of forests and wildlife management in Rajasthan.
Maharashtra became the first state in the country to draft its own internal security legislation The Maharashtra Protection of Internal Security Act (MPISA), 2016. The bill has been kept public responses for suggestions and objections. Later it will be presented to the legislature for approval.
Features of Bill : It gives special emphasis on maintaining law and order and combating terrorism, insurgency, caste-related violence and communalism in the state.
Definition of internal security : The situation posing threat to state within its borders, either caused or prompted, provoked or proxied by a hostile foreign power.
Special Security Zones (SSZ) : Proposes setting up of SSZ where movement of arms, explosives and inflow of unaccounted funds will be prohibited. SSZs will have separate police infrastructure. They will also have a command and control system, and separate Standard Operating Procedure (SoP) to be followed by SSZ police.
