Shri Piyush Goyal, Union Minister of the State (IC) for Power, Coal and New & Renewable Energy laid the foundation stone for underground cabling work under Integrated Power Development Scheme (IPDS) at Kabir Nagar, Old Kashi Area, Varanasi .Ministry of Power has sanctioned Rs. 432 crores for the project . The scheme covers conversion of overhead lines to Underground cables, establishment of 2 new 33 Kv Sub-stations and augmentation of 11 nos. existing Sub-stations. Shri Goyal also launched Kashi-IPDS Mobile App? for project monitoring of IPDS activities in Old-Kashi in a transparent manner. The App will provide details of plan, progress of various activities, the proposed timelines, area-wise work plan etc. for better information dissemination. The IPDS scheme will help in improving the quality and reliability of power supply in the city apart from giving it an aesthetic look and ensuring safety. He further stated that IPDS is a flagship scheme of the Government of India which aims to strengthening the power sub-transmission and distribution network in urban areas across the country and help to ensure 24?7 power for all. Projects worth Rs 24,838 crore, covering 3486 towns have been approved so far under IPDS of which projects worth Rs. 4722 crore for 247 circles covering 637 towns have been sanctioned for UP.

French lawmakers on 6 April 2016 passed a bill that makes it illegal to pay for sex and imposes fines of up to 3750 Euro (4270 dollar) on sex workers’ clients.The bill was passed by 64 votes to 12 but many French MPs chose to abstain from the vote. Backed by the Socialist government, the legislation makes France only the fifth European country that punishes the clients of sex workers. Other four countries that punish the clients of sex workers are Sweden, Norway, Iceland and Britain.People who pay for sex can be fined 1500 Euro (1700 dollar) for a first offence, rising to 3750 Euro (4270 dollar) thereafter.A second offence would also be put on a criminal record and offenders would need to attend classes highlighting the danger of prostitution.It reverses the legislation passed by Nicolas Sarkozy's administration in 2003 that placed the legal burden on sex workers, rather than those seeking to buy.It also requires offenders to take a course to learn about the conditions faced by sex workers.The bill also calls for measures to help sex workers find other jobs.The bill has been drafted by Socialist lawmaker Maud Olivier on the pretext that prostitutes should be seen as victims and no longer as delinquents. The bulk of sex workers in France are from Eastern Europe, Africa, China and Latin America.

Shareholders of the Turkmenistan-Afghanistan-Pakistan-India (TAPI) Pipeline Company Limited has signed an agreement to invest $200 million in studies and engineering for the $10 billion project to transport natural gas to energy-hungry countries like India. The agreement signing ceremony was witnessed by petroleum ministers and senior government officials of Turkmenistan, Afghanistan, Pakistan, India and Asian Development Bank officials in Ashgabat, capital of Turkmenistan, according to a statement by ADB. The agreement would pave the way for delivery of long-term natural gas supplies to Pakistan by addressing its energy shortages, Radio Pakistan reported. TAPI will help bring 13.8 billion cubic meters of gas from Turkmenistan to Pakistan to meet the growing energy demand. Director General of ADB's Central and West Asia Department Sean O'Sullivan said TAPI will unlock economic opportunities and diversify the energy market for Turkmenistan by enhancing energy security for the region. The TAPI pipeline will have a capacity to carry 90 million standard cubic metres a day (mmscmd) gas for 30 years and is planned to become operational in 2018. India and Pakistan were originally to get 38 mmscmd each while the remaining 14 mmscmd was to be supplied to Afghanistan. Turkmenistan, which sits on the world's fourth-largest gas reserves, started building its section of the 1,814-kilometre last December, but the three other countries have yet to begin work on their parts of the pipeline. The pipeline will travel 773 km in Afghanistan and 827 km in Pakistan before ending at Fazilka (Punjab) in India. 

Bharti Airtel will buy Aircel's 4G spectrum in eight circles for Rs 3,500 crore through a trading deal, which would make India's No. 1 phone company a pan-India 4G player ahead of an expected clash for data consumers with newcomer Reliance Jio. The deal will help Aircel pare debt and may fulfil a condition for its merger with Reliance Communications, a person familiar with the matter said. Aircel needed to reduce some Rs 4,000 crore of its Rs 18,000-crore debt. Airtel will acquire Aircel's 4G airwaves in Tamil Nadu (including Chennai), Bihar, J&K, West Bengal, Assam, North East, Andhra Pradesh and Odisha. The airwaves are valid till September 20, 2030. "Bharti Airtel and its subsidiary Bharti Hexacom have entered into definitive agreements with Aircel Ltd and its subsidiaries Dishnet Wireless Ltd and Aircel Cellular Ltd to acquire rights to use 20 MHz of 2300 band 4G spectrum for eight circles for an aggregate consideration of Rs 3,500 crore," India's largest telecom company said in a filing with the Bombay Stock Exchange after the stock markets closed .ET was the first to report on the Airtel-Aircel  deal talks in its edition on October 7, 2015. People familiar with the RCom-Aircel talks had subsequently said the two had decided to retain Aircel's 2300 MHz spectrum to be able to share and trade at a later stage. But, under pressure to cut debt, Aircel finally went ahead with the sale to Airtel. Lately, the Sunil Mittalfounded Bharti Airtel has been on a 4G spectrum expansion overdrive. After buying Qualcomm's airwaves in four circles, Airtel purchased Augere Wireless, which owned 4G airwaves four circles, Airtel purchased Augere Wireless, which owned 4G airwaves in the Chhattisgarh-Madhya Pradesh circle. Airtel has rolled out 4G in 15 circles, Vodafone India in five and No. 3 carrier, Idea Cellular, in 10 circles. Industry experts said it makes sense for Aircel to exit the 4G turf, which will be dominated by Airtel, Vodafone, Idea and Jio. RCom has entered into spectrum sharing and trading deals with Jio, which will be effective even if RCom's deal to merge its wireless business with Aircel fructifies. Maxis-owned Aircel paid Rs 3,438 crore to win airwaves in the 2300 MHz band in the 2010 spectrum auction.Aircel has barely met rollout obligations. Its 4G networks are functional in Tamil Nadu, Andhra Pradesh, Bihar, Odisha, Assam and Jammu & Kashmir for enterprise customers only.

Indian consumers remain most optimistic, among nine nations surveyed by Credit Suisse, about their current and future finances and relatively lower inflation expectations. According to Credit Suisse Emerging Consumer Scorecard 2016, India topped the chart, while China and Saudi Arabia shared the second position. In 2015 scorecard also India was at the top position. India comes out on top. While there may have been a degree of disappointment in terms of the follow-through in terms of policy after the election of the new government in some of the official indicators, relative strengths of Indian consumer still stand out in the emerging world, particularly where income is concerned .The survey covered nine countries -- Brazil, China, India, Indonesia, Mexico, Russia, Saudi Arabia, South Africa and Turkey. The average Indian respondent's income has increased compared with a decline for the emerging markets average, although income expectations going forward have moderated. India has amongst the lowest penetration rates for most categories, and the survey points to fast growth in consumption in categories with very low penetration like female hygiene products and smartphones. Besides, segments like beer and perfumes are showing fast-improving longer-term trends. The Union Information and Broadcasting (I&B) Ministry has constituted a three-member Committee to see that guidelines set for government advertisements by the Supreme Court are followed. The committee will be headed by the former Chief Election Commissioner (CEC) B B Tandon. Senior TV journalist Rajat Sharma and ad-man Piyush Pandey will be the other two members of the committee.The committee was constituted by I&B Ministry based on the recommendation of the three-member selection committee comprising Press Council Chairman Justice (retd) C K Prasad, I&B Secretary Sunil Arora and advertising professional Prasoon Joshi.In May 2015, Supreme Court in its order had issued Guidelines on Regulating Government Advertisements based on recommendations of Prof NR Madhava Menon Committee.In its order, SC had barred publication of photos of leaders in government advertisements except those of the President, Prime Minister and the Chief Justice of India. SC had also directed the Union Government to constitute a three-member committee to regulate the issue of public advertisements. It had clearly mentioned that members of this committee should be consisting of persons with unimpeachable neutrality and impartiality. However, in March 2016 SC modified its earlier May 2015 order and allowed photographs of Chief Ministers, Governors and ministers to be carried in public advertisements.

Private SpaceX Falcon 9 rocket contracted by NASA has successfully launched the first inflatable habitat room that will attach to the International Space Station (ISS). The Falcon 9 rocket lifted off on schedule from Cape Canaveral Air Force Station in Florida, United States. In another major success for SpaceX, the reusable main stage booster of Falcon 9 rocket for the first time successfully landed on an ocean (floating) platform, known as a drone ship, off the coast of Florida.The inflatable room has been named as Bigelow Expandable Actitvity Module (BEAM) and has been built by Nevada Company Bigelow Aerospace. It will be attached to the ISS for a two-year test and is the first such habitat to hold humans in orbit. It is made up of aluminium and soft fabric. It expands in space and is light weight and also takes minimal space. It creates place for astronauts to live and work. Its test is intended to pave the way towards the use of such rooms for long space trips, including to Mars and this technology could also help to create homes on Mars. It should be noted that this was also the first NASA cargo run for SpaceX since its June 2015 mishap, when an unmanned cargo rocket exploded soon after take-off.SpaceX Falcon 9 rocket is a two-stage rocket designed and manufactured by Space Exploration Technologies Corporation (SpaceX), a private space transport services company. It is basically used for the reliable and safe transport of satellites and the Dragon spacecraft into orbit. It is powered by liquid oxygen (LOX) and rocket-grade kerosene (RP-1) propellants. In 2008, SpaceX’s Falcon 9 and Dragon capsule combination had won a Commercial Resupply Services (CRS) contract from NASA to resupply the ISS under the Commercial Orbital Transportation Services (COTS) program. 

The traditional festival of Sajibu Cheiraoba was celebrated in Manipur to mark the beginning of a new year with cultural gusto and religious fervor. The festival is mainly observed on the first lunar day of the lunar month Sajibu (March/April) by the Meiteis community, a majority ethnic group of Manipur. Celebrations On the occasion of Sajibu Cheiraoba, People clean and decorate their houses and arrange joint family feast. Saudi Arabia and Egypt on 8 April 2016 agreed to build a bridge over the Red Sea. The announced bridge will connect the two countries.The planned bridge would help in boosting commerce between the two allied countries. It will also connect the two continents, Africa and Asia, and result in increasing trade between the two continents to unprecedented levels. The announcement was made by Saudi Arabia's King Salman bin Abdulaziz after meeting Egyptian President Abdul-Fattah al-Sisi at the President’s Ittahidiya Palace. King Salman, 80-year-old monarch, is on a five-day long visit to Egypt.Egyptian President Abdul-Fattah al-Sisi, who earlier presented the King with the ceremonial Nile Collar, Egypt’s highest honour, said the bridge would be named after the Saudi king as King Salman bin Abdel Aziz Bridge. A Red Sea bridge linking the two countries has been proposed several times before, but has failed to become a reality. The idea of a causeway (bridge) between the two countries had been floated since the 1980s but in the past it never crossed its planning stage. Previous plans for the bridge's route suggested a 32-kilometre span across the Tiran Strait, at the entrance of the Red Sea Gulf of Aqaba, which would allow for a commute between the two countries in just 20 minutes.

The Union Government has approved country’s first Metrino Pod project i.e. personal rapid transit (PRT) network for Gurgaon, Haryana. It was announced by Haryana Public Works (Building and Roads) Minister, Rao Narbir Singh.  It will be completely private project and as for financing, the entire investment will be made by the private company that sets up the PRT.The pilot project will span a 13 km stretch from the Gurgaon-Delhi border to Badshapur Mod on Sohna Road. The National Highway Authority of India (NHAI) has submitted the feasibility report for this project.The private company implementing project will recover its investment in 25 years through tickets. The fare of Metrino Pod taxi would be similar to that of Metro.Personal rapid transit (PRT) network is made up of small automated vehicles (dubbed as pod) running at close intervals on a guideway with docking stations for passengers to get on and get off. The pod can accommodate up to five people. The average speed of the pods is 60kmph Passengers have an option to hire an entire pod that will take a passenger straight to the destination, skipping the scheduled stops.

China has offered Sri Lanka 500 million Yuan to provide assistance to improve investment zones and speed up the industrialization process in the country.China's Prime Minister Li Keqiang made this offer during bilateral discussions with the visiting Sri Lankan Prime Minister Ranil Wickremesinghe in Beijing on April 7,2016.Both parties should strive for finishing the negotiation of China-Sri Lanka free trade agreement by year-end.China will develop industrial capacity cooperation with Sri Lankan plan to build an economic zone, and help speed up the construction of infrastructures and its industrialization process.The two leaders also focused on issues that are common to both countries and agreed to standby each other when it comes to important issues such as territorial integrity, sovereignty, and development.Following the discussions the two sides signed seven agreements.The agreements include an extradition treaty between the two countries, an MoU between the Chinese Commerce Ministry and Strategic Development and International Commerce Ministry of Sri Lanka.

Union Human Resource Development Minister Smriti Irani has launched a portal for registration and allotment of International Standard Book Number (ISBN).The portal has been created to facilitate publishers and authors to register for ISBN number. ISBN gives an identity to a book. If you do not have it, the bookshops will not sell it," the minister said launching the portal and mobile app which will also provide information about authors and publishers.ISBN has become an important part of publishing sector now. This online system is an excellent initiative towards providing enhanced accessibility to the publishers and authors.The ISBN portal is a part of central government's e-governance initiative for streamlining the process of registration for publishers and authors which will make the process user friendly.ISBN is a unique number used to identify monographic publications. Displayed in barcode format, ISBN is a 13-character identification allotted by the International ISBN Agency based in Britain through the National ISBN Agency. It provides access to bibliographic data bases used by the book industry and libraries to provide information.The ISBN portal seeks to completely automate the process of seeking application, their examination and allotment of ISBNs. The developed software has several modules including users' registration and online application submission.The automation process also seeks to maintain inventory as well as process the data that will be provided by the users. There will be doing away with receipt of hard copy of any document unless considered appropriate for establishing the identity of the applicant and for confirming the book publishing activity.the government's ambitious Digital India campaign, The HRD ministry's endeavour will ensure ease of registration, enhanced accessibility, wider transparency, trust and credibility and greater efficiency for the book writing fraternity in the country.

The World Trade Organization (WTO) has revised its 2016 global trade updated forecast for 2016 downward by more than one percentage point to 2.8% from 3.9%. The main reasons for cutting the forecast rate is slowdown in China and broad market volatility that continues to threaten growth.WTO has mentioned that various factors were continuing to apply downward pressure on global trade and commerce. Declining commodities prices has shown few signs of reversing and also the slowdown in Chin, the world’s top commodities consumer remains uncertain. Slowing in China (and) worsening financial market volatility may be the key factors that could further suppress global trade in 2016.

Indian shuttlers Saina Nehwal and Kidambi Srikanth slipped down the order in the latest Badminton World Federation, BWF, ranking released .Saina lost two places to sink to World No. 8 in women’s singles after losing in the semifinals of India Open, while K Srikanth dropped four spots to be placed at the 14th spot in men’s singles.The Indian is likely to slip further when the next ranking list is out after failing to cross the opening hurdle at the ongoing Malaysia Super Series Premier.Swiss Open champion, H S Prannoy slumped three places to World No. 22 while Ajay Jayaram maintained its World No. 24 position.Commonwealth Games champion P Kashyap also sunk to World No. 18. The Rajasthan government has managed to pass the Rajasthan Urban Land (Certification of Titles) Bills 2016 in the state assembly.It means the state residents living in urban areas, which are governed by the municipalities or state development authorities, can seek a certificate of ownership of their lands by paying a nominal fee to the state government.The state government will set up an authority, akin to transport authorities which issue driving license and fitness certificate. The authority will be headed by an Indian Administrative Service Officer. It will seek all the documents from the landowners, and will verify it against records held by the state.The authority will first issue a provisional certificate, for which the state will not stand guarantee. If there are no objections or dispute arises, the authority will issue a certificate and a map to the owner other land or property with state guarantee.The state government has kept the application fee of 0.5% of the land rate determined by a district level committee to encourage more people to join this new scheme.Through the Bill the state government has given itself the power to enter into any property or premise for the purpose of survey by giving its owner a prior notice.Experts believe that this Bill will give a clear title to the owner and will reduce litigations in the courts.  This is seen as one of the key steps towards land reforms and Rajasthan has become the first state to introduce in the country.

NASA astronaut Scott Kelly will write a memoir titled Endurance: My Year in Space and Our Journey to Mars, as announced on 6 April 2016. The book will be published by Alfred A. Knopf.Scott returned to Earth in March 2016 after spending almost a year aboard the International Space Station (ISS).The memoir will offer a glimpse of Scott’s journey to space and his life aboard the ISS. He will also recount the obstacles he encountered along the way, his early struggles in school, his training as a Navy test pilot, and the work required to become an astronaut and live in space for one year.Scott’s arguments in favour of more space travel, both government-sponsored and private, will also be included in the book.The book will be published in November 2017.Scott Joseph Kelly is an engineer, retired American astronaut and a retired U.S. Navy Captain.He commanded the International Space Station on Expeditions 26, 44 and 45.His first spaceflight was as pilot of Space Shuttle Discovery during STS-103 in December 1999. In November 2012, Scott was selected, along with Mikhail Korniyenko, for a special year-long mission to the International Space Station. Their year in space commenced 27 March 2015 with the start of Expedition 43, continued through the entirety of Expeditions 44 and 45, both of which Scott commanded.He passed command to Timothy Kopra on 29 February 2016, when the ISS year long mission ended.He returned to Earth aboard Soyuz TMA-18M on 1 March 2016.In October 2015, he set the record for the total accumulated number of days spent in space by an American astronaut. For the ISS year long mission, he spent 340 consecutive days in space.• His identical twin brother, Mark Kelly, is a former astronaut. The Kelly brothers are the only siblings to have travelled in space.

The World Bank Group (WBG) on 7 April 2016 adopted the Climate Change Action Plan. The plan was designed to help countries meet their Paris COP21 pledges and manage increasing climate impacts.It sets targets for 2020 in high-impact areas, including clean energy, green transport, climate-smart agriculture, and urban resilience.COP 21 under UNFCCC adopted Paris Agreement on Climate Change.The climate-related share of WBG’s portfolio will be increased from 21 to 28 percent by 2020 in response to client demand, with total financing of potentially 29 billion US dollars per year by 2020.The bank will support countries in translating their Nationally Determined Contributions (NDCs) into climate policies and investment plans into actions and in mainstreaming climate considerations into policies and budgets. The IFC, a member of the group, will crowd in private sector finance by significantly scaling up its own investments— from 2.3 billion to about 3.5 billion US dollars in 5 years.By 2020, it will have mobilized at least $13 billion per year in external private sector investments through its operations.Multiple instruments will be deployed to de-risk renewable energy investments, with a cumulative target of adding 20 GW in renewable energy generation over 5 years.The WB will “green” grids with the aim to enable the addition of 10 GW of variable renewable energy over 5 years and ensure that all energy investments are adapted to climate change. The WB will aim to mobilize 25 billion US dollars of commercial funding for clean energy over the next five years.It will pursue urban mobility and low-carbon, multimodal transport operations in all regions and aim for 2 billion US dollars in lending for adaptation between 2016 and 2020.The focus will be on integrating climate into urban planning, among others, by developing tools and knowledge products through the Global Platform for Sustainable Cities and aim to roll these out in at least 30 cities by 2020.Climate-smart agriculture profiles and investment plans will be developed by 2020 for at least 40 countries.By 2020, the WBG aims to have assisted 20 countries in enhancing their capacity to innovate in climate sectors and increase industrial competitiveness in response to climate change.
