Ravindran, Deputy General Manager of Syndicate Bank, took charge as the new Chairman of Karnataka Vikas Grameena Bank (KVGB), a Dharwad-headquartered regional rural bank, on April 11,2016.He was heading the Mumbai region of Syndicate Bank before joining KVGB.A postgraduate in agriculture science, Ravindran brings with him banking experience of 32 years. Employees' Provident Fund Organisation (EPFO) has settled 118 lakh claims including PF withdrawals during last fiscal.As per EPFO, of the total settled claims, 96 per cent were settled within the mandated period of 20 days. The EPFO also redressed over two lakh grievances during the fiscal year 2015-16.In order to widen the social security scheme, the government took a major decision to bring all banks under the ambit of Employees Provident Fund and Miscellaneous Provisions Act employing 20 or more persons. All such banks will be covered under the Act with effect from 10th of February this year.
State Cabinet, which met under the chairmanship of Chief Minister, Mehbooba Mufti approved some major initiatives as a part of the Government’s response to the marginalized, disadvantaged and other sections of the society.In a major welfare initiative, the Cabinet approved launch of Mufti Mohammad Sayeed Food Entitlement Scheme (MMSFES) to supplement the National Food Security Act (NFSA). Under this scheme, all those persons who are covered under the State’s public distribution system will get additional 5 kgs of ration per person in addition to 5 kgs of ration they are entitled to get under NFSA.The additional quota of ration under the scheme would be provided to the consumers at the subsidized rate of Rs 13 per kg for Atta and Rs 15 per kg for Rice and the State Government will bear the financial burden of Rs 1497 crore per annum for the implementation of NFSA and MMSFES. The quantum of additional food grains would be 5 Kg per soul subject to a maximum ceiling of 35 Kg per family.
Huawei has announced its third Global Connectivity Index report during the Global Analyst Summit 2016 in Shenzhen, China. The report sheds light on various global improvements in the field of internet connectivity.In terms of numbers, United States, Singapore and Sweden top the rankings, while India is ranked 44. The report which measures the progress of 50 nations in investment and deployment of Information and Communications Technology (ICT), says that globally broadband connectivity and speeds have improved enormously from last year.India with a GCI score of 30 ranks number 44 in the report, and is seen as starter in the world of ICT deployment. India may not have ranked well, but the situation might change rapidly in 2017.Huawei Global Connectivity Index 2016 notes that the Indian government's Digital India initiative is driving growth, and improved broadband penetration. The report says the initiative will enable last mile connectivity, bringing many people online for the first time, and enables a whole new opportunity for telecom operators.These numbers come in at a time when India sees expanded 4G rollout, and start of local data centres. Iran's Foreign Ministry officials announced that Russia delivered the first part of the S-300 surface-to-air missile defense system. The delivery is expected to be complete by mid-2016.The deal was first signed in 2007, but was suspended by Russia under pressure from the US and Israel. Moscow said the delivery would destabilize regional security at a time when Tehran was accused of having a clandestine nuclear weapons program.
The Union Cabinet has given its approval for extension of Memorandum of Understanding (MoU) signed between India and Bangladesh on cooperation in the field of Fisheries
Features of MoU : The MoU was signed in September 2011 to enhance bilateral cooperation in the field of Fisheries and aquaculture and allied activities between two neighbouring countries. With this extension, the MoU will remain in force for a period of next five years i.e. 2021 unless either of the parties terminate it. This MoU can be extended for further period as may be mutually agreed upon. Since it came in to force, the MoU has strengthened the friendly relations between India and Bangladesh. It had played important role in promotion of development of cooperation in fisheries and aquaculture and allied sectors through mutually agreed activities and procedures.
Union Cabinet chaired by the Prime Minister Narendra Modi on 13 April 2016 approved to sign a Memorandum of Understanding (MoU) between India and United Arab Emirates (UAE) on cooperation in preventing and combating of Human Trafficking.The MoU will strengthen the bonds of friendship between the two countries and increase the bilateral cooperation on the issues of prevention, rescue, recovery and repatriation related to human trafficking especially women and children expeditiously.
Features of MoU:To strengthen cooperation to prevent all forms of human trafficking, especially that of women and children and ensure speedy investigation and prosecution of traffickers and organized crime syndicates in either country.Taking preventive measures that would eliminate human trafficking in women and children and in protecting the rights of victims of trafficking.Anti-trafficking Cells and Task Forces will work on both sides to prevent human trafficking.Police and other concerned authorities will work in close cooperation and exchange information which can be used to interdict human traffickers.The repatriation of victims would be done as expeditiously as possible and the home country will undertake the safe and effective re-integration of the victims.A Joint Task Force with representatives from both sides would be constituted to monitor the working of the MoU.Background:As a destination of trafficking, South Asian countries are mainly affected by domestic trafficking, or trafficking from the neighboring countries. However, South Asian victims are also increasingly detected in the Middle East.India is a source and transit country as far as trafficking to UAE is concerned, whereas UAE is a destination and transit country for men and women, predominantly from South, Southeast and Central Asia and Eastern Europe who are subjected to forced labour and sex trafficking.Migrant workers, who comprise over 95 percent of the UAE's private sector workforce, are recruited primarily from Ethiopia, Eritrea, Iran and East, South and Southeast Asia.Some of these workers face forced labour in the UAE. Women from some of these countries travel willingly to the UAE to work as domestic workers, secretaries, beauticians and hotel cleaners, but some are subjected to forced labour by unlawful withholding of their passports, restrictions on movement, non-payment of wages, threats and physical or sexual abuse. The reinforcement of anti-trafficking efforts at all levels between the UAE and India is essential for prevention and protection of victims. This requires mutual cooperation among both the countries for intelligence sharing, joint investigation and a coordinated response to the challenges of human trafficking. For this purpose, it is proposed to sign a Memorandum of Understanding with UAE. We have already signed one MoU to prevent trafficking with Bangladesh and another with Bahrain is to be signed during this month.
Union Cabinet chaired by the Prime Minister Narendra Modi on 13 April 2016 approved India for adopting the Statute of the South Asia Wildlife Enforcement Network (SAWEN).It also approved India to become a formal member of SAWEN to strengthen ties with the member countries in controlling the trans-boundary wildlife crime through communication, coordination, collaboration, capacity building and cooperation in the region.Objectives : To take initiatives for bringing harmonization and standardization in laws and policies of member countries concerning conservation of fauna and flora;To document the trend of poaching and illegal trade, and related threats to the natural biodiversity within and across countries in the region;To strengthen institutional responses to combat wildlife crime by promoting research and information sharing, training and capacity building, technical support, sharing experiences and outreach; andTo encourage member countries to prepare and implement their National Action Plans in curbing wildlife crime and to collaborate towards effective implementation.
SAWEN : It is a regional network is comprised of eight countries in South Asia: Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka. It aims to work as a strong regional inter¬governmental body for combating wildlife crime by attempting common goals and approaches for combating illegal trade in the region.The South Asia region is very vulnerable to illegal traffic and wildlife crimes due to presence of precious biodiversity and large markets as well as traffic routes for wildlife products in the south East Asian region.The collaboration in harmonising as well as enforcing the wildlife protection in the region is considered very important for effective conservation of such precious biodiversity.
Union Ministry of Water Resources, River Development and Ganga Rejuvenation and German International Cooperation (GIZ) on 13 April 2016 signed an Implementation agreement for Ganga Rejuvenation under the Namami Gange Programme in New Delhi.The agreement was signed in the presence of the German Ambassador to India, Dr. Martin Ney and Secretary, Union Ministry of Water Resources, River Development and Ganga Rejuvenation, Shashi Shekhar.The project will closely cooperate with other National and international initiatives including Indo-German bilateral projects like Support to National Urban Sanitation Policy (SNUSP) and Sustainable Environment-friendly Industrial Production (SEIP).The project duration is three years that is from 2016 to 2018 and the German contribution in the project will be to the tune of 22.5 crore rupees.objective of the agreement : It will enable responsibility of stakeholders at National and State level to apply integrated river basin management approach for the rejuvenation of the river Ganga.This will be based on Indo-German Knowledge exchange and practical experience on strategic river basin management issues, effective data management system and public engagement.Initial actions will focus on the State of Uttarakhand, with scope of expansion to other upstream Ganga States. The ultimate goal is to adopt the successful river basin management strategies used for Rhine and Danube and replicate the same, wherever possible for attaining the pristine status of river Ganga.

The Union government is taking necessary actions to fill up the gap between supply and demand for bamboo in view of “tremendous demand” for it in the national and international markets, said Union Agriculture and Farmers Welfare Minister Radha Singh at the World Bamboo Conference in Indore, Madhya Pradesh. The Government has planned to encourage bamboo cultivation in the country through various measures, including plantation of its saplings along the national highways and using it in the construction of toilets.In India, bamboo is being cultivated in 130 lakh hectares area, while in China it is three times less, which is 42 lakh hectares. The UNICEF and GITAM University signed an MoU to empower the adolescents 10-19 years and to address the issues of the adolescents in Visakhapatnam District. The District has been selected as one of the four districts in India to deal with adolescents issues. The other districts which were selected was Purulia, West Bengal, Sibsahar District in Assam and East Singhbum in Jharkhand.The Visakhapatnam was chosen due to its high incidence of child marriages about 57.4 per cent and a significant size of tribal population. Health Ministry is planning to make prescription of generic medicines mandatory for doctors of all government hospitals. This was stated by Hansraj Gangaram Ahir, Minister of State for Chemicals and Fertilizers.Inaugurating Jan Aushadhi Store at new OPD of PGI Chandigarh, Union Minister of State for Chemicals and Fertilisers Hansraj Gangaram Ahir said that to make Jan Aushadhi scheme successful, doctors should establish a belief among the people that generic medicines are equivalent in quality to the costly ones. He added that 278 Jan Aushadhi Stores were now functioning across India, of which 160 had been opened in the current year.The Bureau of Pharma PSUs of India (BPPI), Government of India, is putting all efforts to take the figure to 2,000.This is the second Jan Aushadhi store in PGI and fourth in Chandigarh. As many as 440 generic medicines were available at the store. He also flagged off a mobile activation (audio-visual) van displaying Jan Aushadhi creatives that will help in spreading awareness about the scheme among the masses. Jan Aushadhi : ‘Jan Aushadhi’ is a campaign launched by the Department of Pharmaceuticals in association with Central Pharma Public Sector Undertakings, to provide quality medicines at affordable prices to the masses. Election Commission has announced its partnership with Facebook to reach out to 31 per cent of the electorate in Tamil Nadu and achieve 100 per cent turnout. Chief Electoral Officer Rajesh Lakhoni and Director of Public Policy (India, South and Central Asia), Facebook, Ankhi Das in a joint press conference announced the partnership. part of the Commission's 'Tamil Nadu 100 per cent' (100 per cent in registration, voting and honesty-ethical voting) initiative for the May 16 polls. The move comes after EC's tie-up with Twitter last month to give a fillip to its #TN100percent campaign. Stating that her company was delighted to partner with EC, Das said from May 15 onwards Facebook users will see news feed reminders with informational links about their polling station Tamil Nadu is the first state in terms of being so forward leaning (in partnering with Facebook)." International Monetary Fund (IMF) has declared the India's growth is projected to notch up to 7.5% in 2016-17. And as per IMF prediction India will overtake the China's GDP by more than 1%. These growth in India is driven by private consumption as well as by increased industrial activity.In recent World Economic Outlook report IMF said that they are retaining India's last October forecast because recovery of private investment is expected to further strengthen growth. It also said that growth will continue to be driven by private consumption, which has benefited from lower energy prices and higher real incomes.The WEO report also stated that monetary conditions remain consistent with achieving the inflation target of 5 per cent in the first half of 2017, although an unfavorable monsoon and an expected public sector wage increase pose upside risks. Golden Tobacco Ltd. in April 2016 became the first company in India to implement the Union Health Ministry’s Cigarettes Packaging Amendment Rules, 2014. As per it, both sides of the cigarette packs shall display specific health warnings in 85 percent of the area as against the present 40 percent.Now, the packets of several brands of the company, namely Brands Panama and Golden Gold Flake, manufactured from 1 April 2016 will carry larger images.Breaking the ranks, the company in a statement noted that the aim of implementing the order of carrying larger pictorial warning rule was to “create awareness about the serious and adverse health consequences of tobacco usage”.It also called the warning “practical” and the opposition of the rule by other tobacco product manufacturers is “baseless”.Union Ministry of Health proposed COTPA (Amendment) Bill 2015Cigarettes Packaging Amendment Rules, 2014 : The Union Ministry of Health and Family Welfare notified the Cigarettes and other Tobacco Products (Packaging and Labelling) Amendment Rules, 2014 on 15 October 2014. It came into effect from 1 April 2016. It amended the Cigarettes and other Tobacco Products (Packaging and Labelling) Amendment Rules, 2008.It prescribed that health warnings covering 85 percent of principal display on both sides of the packets apply to all tobacco brands, cigarettes, beedis and non-smoking tobacco.Out of 85 percent principal display area, 60 percent of the package should cover pictorial health warnings and 25 percent should cover textual health warnings The warning shall be positioned on the top edge of the package and in the same direction as the information on the principal display area.Textual health warning shall appear in not more than two languages used on the package.The specified health warning shall be rotated every twenty-four months from the date of commencement of these rules.The rules were opposed by the tobacco lobby with several Indian tobacco product companies deciding to stop production from 1 April 2016. As per the Tobacco Institute of India, whose members account for 98 percent of cigarette manufactured in India, the move will result in an estimated daily loss of 350 crore rupees to the tobacco industry.

Dogri Poetess and novelist Padma Sachdev (76) has been chosen for the prestigious Saraswati Samman for the year 2015. She has been chosen for her autobiography ‘Chitt-Chete’ written in Dogri language and published in 2007. In her 662-page autobiography, Ms. Sachdev has included some historic photographs with dignitaries from her state, nation and the world. Her work was selected by the jury presided by former Chief Justice AS Anand from 22 works in as many languages published between the years 2005-2014.
Padma Sachdev : Padma Sachdev is first modern woman poet of Dogri language. She also writes in Hindi. She has published her several poetry collection and has 60 books to her credit. Some of her famous books are Tavi Te Chanhan (1976), Nheriyan Galiyan (1982), Pota Pota Nimbal (1987), Uttar Vahini (1992) and Tainthian (1992). Awards and Honours: Her poetry collection Meri Kavita Mere Geet (My Poems, My Songs) has won the Sahitya Akademi Award in 1971. She also has been awarded Padma Shri (2001), India’s 4th highest civilian award and the Kabir Samman for poetry (2007-08) by Government of Madhya Pradesh.
Saraswati Samman : Saraswati Samman is an annual award bestowed upon Indian citizen for his outstanding literary work written in any Indian language mentioned in Schedule VIII of Constitution and published during last 10 years. It has been named after an Indian goddess of learning and is considered to be among the highest literary awards in India. Established: 1991 by the K. K. Birla Foundation. Award Carries: Monetary award of 15 lakh rupees, a citation and a plaque. Eminent Hindi author Harivansh Rai Bachchan was the first recipient of this award for his autobiography in four volumes
The Maharashtra Legislative Assembly on 12 April 2016 unanimously passed the Dance Bar Regulation Bill 2016. The bill has provisions for stringent actions against the violators.State Legislative Council cleared the Bill on 11 April 2016 which paved the way for reopening of the dance bars.Maharastra State Home Minister Ram Shinde tabled the Bill in the Assembly and it was passed unanimously without debate.
Features of the Bill
• The new Bill fixes accountability on the owner in case of violation of rules, exploitation of women employees, or in cases of obscenity.
• There will be prison upto five years and fines of up to 25000 rupees if the bar owners or operators violate the rules.
• According to the new conditions, dance bars must be at least a kilometre from any education or religious institution, their timings restricted between 6 PM and 11:30 PM, and liquor not to be served in the performance area.
• It bans running bars in the residential buildings and permits them in semi-residential ones only if the three-fourths residents consent.
• It also has a provision to repeal amendments to Section 33 (A) of the Maharashtra Police Act that were struck down by the Supreme Court.
The Supreme Court struck down two amendments through which the Maharashtra government banned dance bars during its hearings between October 2015 and March 2016.However, the court clarified the Maharashtra government has power to contain obscenity and safeguard women who work at the bars.With this, the Maharashtra Cabinet decided to bring in a new law to regulate dance bars.
Delhi government on 12 April 2016 launched PoochhO Carpool app to help people explore carpooling options during the 15-day exercise during the odd-even car-rationing scheme. The second phase of the scheme set to begin from 15 April 2015.
Features : Upon downloading, the users will have to register themselves to find carpooling options within a radius of 1 to 5 kilometers.
• Those having cars would be required to give their vehicle number. For instance, someone, who has an even-numbered car and wants to carpool on an odd date, can search for odd-numbered cars. He will immediately get a list of odd-numbered cars in the vicinity.
• To ensure safety, especially of women, users are not required to mention their mobile number and also can communicate with the car driver through a chat feature in the app.
• The app is also targeted at fathers who would pick their wards from schools in the afternoon, as women with children aged up to 12 years and in school uniform have been exempted from the scheme.
• Sub-Divisional Magistrates (SDMs) will be asked to approach representatives of RWAs and orangisations to download the app.
PoochhO Carpool app was developed by Delhi Integrated Multi-Modal Transit System (DIMTS). It can be downloaded on Google Play store for Android users.
Kerala High Court on 12 April 2016 banned ‘noise-making’ fireworks displays between sunset and sunrise in all places of worship in the state. The ban order follows the Puttingal fire tragedy that killed more than 100 people.The HC also asked the state government whether it thinks that 'anti-nationals' were involved and whether CBI should investigate the Kollam temple tragedy.The temple tragedy happened when sparks from fireworks fell on a store room where even more firecrackers were kept.The ban order was given by the 'Devaswom Bench' comprising Justices Thottathil B. Radhakrishnan and Anu Sivaraman.The ban order was given after a letter was written by a senior Kerala High Court Judge Justice V. Chitambaresh to the Registrar General of the HC.In the letter, the judge sought immediate judicial intervention by the court to stop "man-made" tragedies like the Kollam mishap by banning the use of high decibel explosive fire crackers.He further argued that “the right to profess, practice and propagate the religion of one's choice under Article 25 of the Constitution of India does not take in the freedom to use dangerous crackers. Pyrotechnics displays using ‘Amittu’, ‘Gundu’, ‘Kathinavedi’, etc., have to be banned and at best only low decibel Chinese-type crackers can be permitted for display”.
One of India’s top women bikers, Veenu Paliwal, died in a road accident in Vidishadistrict in Madhya Pradesh. Paliwal, 44, was on a nationwide tour on her Harley Davidson when the accident took place. She was undertaking the Kashmirto Kanyakumari trip with fellow biker and companion Dipesh Tanwar. The two started their journey from Lucknow early in the morning for Bhopal on separate Harley Davidson bikes.Paliwal died after her bike went out of control on a turn and she skid off a road near Gyaraspur about 100 km from Bhopal. She was rushed to a primary health centre and later to the Vidisha district hospital, where she was declared brought dead.Paliwal and Tanwar were heading to Bhopal from Sagar when the accident took place. Paliwal, a Jaipur resident, was known for her skills with the motorcycle and for having driven the Harley Davidson bikes at 180 kmph. She was planning to make a documentary on her nationwide bike journey. Veenu Paliwal had recently been named the Lady of the Harley 2016.
Haryana Government has decided to rename Gurgaon as Gurugram. State government also has renamed Mewat as Nuh. In this regard, Chief Minister Manohar Lal has approved the proposal to change the names of Gurgaon and Mewat. Decision to change the name of Gurgaon has been taken on the basis of the representations received at several forums. Since ancient times, Gurgaon had been a centre of learning where the princes used to get education and known as Gurugram since the times of Guru Dronacharya. While, Mewat is not a town and in fact it is a geographical and cultural unit spread beyond Haryana in the adjoining States of Uttar Pradesh and Rajasthan. The Headquarters of Mewat district is at Nuh town. The elected representatives and the people of area had been demanding that the name of Mewat be changed as Nuh.
Royal Mail of British on 12 April 2016 honoured playwright William Shakespeare by issuing a set of special postage stamps to mark the 400th anniversary of his death. They will be sold at 8000 post offices across Britain.It published ten first class stamps featuring famous phrases from the playwright’s repertoire to mark the impact of his writing on the present day.The stamps are the latest of many commemoration items and events to remember Shakespeare who was born in 1564 to become an actor, poet and playwright as well as a businessman. Shakespeare is believed to have died on his birthday 23 April 1616 in Stratford-upon-Avon.Famous lines from the plays of Macbeth, Romeo and Juliet, The Tempest, Julius Caesar, Much Ado About Nothing and Hamlet are included in the new collection, while a special postmark saying William Shakespeare 1564-1616 will appear on letters as part of the commemoration this week.His plays are continually performed and re-interpreted throughout the world, making him arguably the most influential writer of all time.He introduced around 1700 words and phrases into the English language, including assassination and all's well that ends well.
