The purpose of this Bill is to expand the application of DNA-based forensic technologies to support and strengthen the justice delivery system of the country.
The key components of this Bill include: establishment of a DNA Regulatory Board; accreditation of DNA laboratories undertaking DNA testing, analysing, etc.; establishment of the National and Regional DNA Data Banks, as envisaged in the Bill, will assist in forensic investigations.
The Bill also aims to add value in empowering the criminal justice delivery system by enabling the application of DNA evidence, which is considered the gold standard in crime investigations.
Earlier, Shashi Tharoor of Congress and N K Premchandran of RSP opposed the bill and demanded to send it to the Standing Committee of the House.
A 1989-batch Indian Foreign Service officer, Vikram Misri replaced Gautam Bambawale, who had retired in November.
Misri has previously served as the Indian envoy to Myanmar, as well as in various capacities at the headquarters of the Ministry of External Affairs and Prime Minister's Office.

Shenzhen city in southern China has announced 99% of the taxis operating in the city are now electric, becoming China's second and largest city to do so.
Out of 21,689 taxis operational in the city, around 7,500 taxis were still gasoline-powered in 2018.
Notably, the northern China city of Taiyuan has had only electric taxis since 2016.
Shenzhen, which borders Hong Kong, is home to Huawei Technologies and a host of other Chinese technology companies.
Sixteen airports - Indore, Bhopal, Ahmedabad, Bhubaneswar, Tirupati, Trichy, Vijayawada, Dehradun, Chandigarh, Vadodara, Madurai, Raipur, Vizag, Pune, Kolkata and Varanasi - have been declared as single-use plastic free.
Airports Authority of India (AAI) has also banned single-use plastic across 129 of its airports, from January 1.
Single-use plastic items are used only once and then thrown in the trash.

The Reserve Bank of India (RBI) constituted a high-level committee headed by former chairman of the Unique Identification Authority of India (UIDAI) Nandan Nilekani to set up a robust digital payments ecosystem in India.
Role of the five-member panel - To review the existing status of digitization of payments, identify gaps in the ecosystem and suggest ways to plug them.
Besides Aadhaar architect Nilekani, the other members of the panel are former RBI deputy governor H.R. Khan, former managing director and chief executive officer (CEO) of Vijaya Bank Kishore Sansi, former secretary in the ministry of IT Aruna Sharma and chief innovation officer at the Center for Innovation, Incubation and Entrepreneurship, IIM Ahmedabad, Sanjay Jain.
The Defence Research and Development Organisation (DRDO) pavilion received ‘Exhibitor of the Year Award’ at 106th Indian Science Congress held at Lovely Professional University (LPU), Phagwara, Punjab.

Reliance Jio Infocomm launched the Kumbh JioPhone application, specially designed for millions of pilgrims who will congregate during this year’s Ardh Kumbh Mela at Prayagraj.
The new app which will be available to both existing and new JioPhone users will contain information on Kumbh, real-time travel information (special trains, buses etc.), booking tickets and receiving updates, ‘Yatri Ashray’ at stations, emergency helpline numbers, area routes and maps, pre-published bath and religious day schedules and railway camp mela.
The new app has a feature called ‘Khoya Paya’ that will help users stay close to near and dear ones by finding their exact location.
The 106th session of Indian Science Congress (ISC), 2019 concluded in Lovely Professional University, Jalandhar yesterday.
The five-day session was inaugurated by Prime Minister, Narendra Modi and attended by Dr. Harsh Vardhan, Union Science &Technology Minister on 3rd January 2018.

Board of Control for Cricket in India (BCCI) announced cash awards of Rs 15 lakh per match for each of the playing eleven that featured in India's maiden Test Cricket series win on Australian soil.
Virat Kohli and his team defeated Australia 2-1 in the four-match Test series, ending India's 71-year-old wait for the rare achievement.
Congratulating the team, the BCCI also announced cash awards of seven and a half lakh rupees for all the reserve players, as well as the members of the support staff.
Supreme Court, as per orders penned by Chief Justice of India Ranjan Gogoi, reinstated CBI Director Alok Kumar Vermawithout giving him any major policy decision making powers.
This was done against the October 23 2018 decision which had earlier divested him of his powers completely as per the corruption charges brought against him.
After the successful conduct of the Central Vigilance Commission inquiry against those charges will further steps be taken against him by the high-powered committee which selects and appoints the CBI Director.
The high-powered committee will comprise of the Prime Minister, Chief Justice of India and Leader of Opposition in Lok Sabha.
The top court also set aside the Centre’s decision to appoint senior IPS officer M Nageswara Rao, who was the joint director, as the interim chief of the agency.
Labor minister Santosh Gangwar announced that the ministry of labor & employment will formulate a National Policy on Domestic Workers to give recognition to them and to make them eligible for minimum wages, social security, and safe working conditions. This has been worked on by the ministry for over past three years.
As per the National Sample Survey, there are an estimated 39 lakh people employed as domestic workers by private households, of which 26 lakhs are female domestic workers.
Salient Features of the Policy are as follows:
Giving them access to courts, tribunals for grievance redressal,
Establishment of a mechanism for the regulation of private placement agencies and
Establishment of a grievance redressal system for domestic workers.
Giving them the right to register as unorganized workers,
Right to form their own associations/unions,
Right to minimum wages and access to social security,
Right to enhance their skills, protection of domestic workers from abuse and exploitation,
Indian Highways Management Company Ltd. (IHMCL), a company promoted by NHAI, has signed MOUs with state-run Oil Marketing Companies (IOCL, BPC, and HPC). It will ensure availability of FASTags at petroleum outlets across India.
Indian highways management company ltd. (IHMCL) had launched the national electronic toll collection program (NETC) under the brand name “FASTag” in April 2016. This program has gain success and running at 450 toll plaza along with national highway and selected state toll plazas.
The enhanced adoption of FASTag program will increase user convenience by offering seamless toll-fee payments at Plazas and thus help save time, money and fuel.
IHMCL is also planning to launch two mobile applications named MYFASTag and IHMCLPOS , will enable customers to link the FASTags with their preferred bank account.
Jana Small Finance Bank launched Current Account with Auto-Sweep facility.
The facility will enable bank's existing and potential new customers to auto sweep-in and sweep-out the idle funds in the current account to Sweep Fixed Deposit and earn high interest.
For a tenor of 365 days on sweep deposit, the customers will be able to earn interest of 8.5 percent.
Reserve Bank of India (RBI) granted NBFC – P2P (Non-Banking Financial Company – Peer to Peer) Certificate to IndiaMoneyMart and this certification will enable IndiaMoneyMart to expand operations and target loan disbursals worth INR 100 Crore by the end of financial year 2018-19.
The step will validates IndiaMoneyMart’s strong framework to make lending and borrowing transparent, digital and convenient in confrontation to the regulatory requirement.
IndiaMoneyMart is offering loans starting from Rs. 10 thousand to Rs 10 Lakhs for a tenure ranging between 3 months to 36 months.
